Deputy secretary of the state Assembly Shyamlal Maithil filed the FIR at Jehangirabad police station in Bhopal, said the Principal secretary of the Assembly Bhagwandev Israni.

An official said that initially the FIR had named the 17 personnel but later the government added Singh’s and Tiwari’s names.

MP: FIR against Digvijaya Singh, 18 others over appointments in Congress regime

An official said that initially the FIR had named the 17 personnel but later the government added Singh’s and Tiwari’s names.

The FIR was filed under sections 420 (cheating), 468 (forgery for cheating) and 120-B (criminal conspiracy) of the Indian Penal Code on the recommendations of Justice (retd) Sachindra Dwivedi committee, which found these appointments as illegal and recommended dismissal of these 17 persons, a senior official said.

The BJP government led by the current home minister Babulal Gaur had set up the committee in 2004-05 to probe the appointments made during the Congress regime from 1993-2003 when Singh was the Chief Minister and Tiwari the Speaker. Its report was submitted in 2006.

The state government then recommended a Central Bureau of Investigation probe but the Central agency declined to take over saying that state agencies were competent enough for the job.

Don’t harass pensioners, government tells banks

Against the backdrop of complaints of pensioners’ harassment, the government has directed banks not to insist that retired government employees be physically present for giving life certificates for continuation of pension.

The move comes after pensioners’ associations raised the issue of non-adherence of rules regarding submission of life certificates by authorised banks. It was charged that some bank branches were insisting on the personal appearance of pensioners for submission of life certificates along with pension payment orders (PPOs), a Ministry of Personnel official said. “All banks have been instructed to strictly adhere to existing norms and not harass pensioners or their kin by insisting upon physical presence if their life certificate is duly signed by the authority concerned and is submitted along with Aadhar-based authentication of life certificate,” the official said.

The government has also informed banks about the scheme for pensioners to prove their existence through Aadhaar-based authentication of life certificate, which has been started as part of the Prime Minister’s ‘Digital India’ mission. All pensioners are required to provide proof of their existence annually to the pension disbursing bank.

According to rules, a pensioner is exempted from physical appearance if he gives a life certificate duly verified by a MP, state legislature, person exercising the power of a magistrate, a gazetted government servant, a police officer not below the rank of sub-inspector in charge of a police station, a block development officer, tehsildar or naib tehsildar and treasury officer, among others.

In case of a pensioner drawing pension through a public sector bank, the life certificate may be signed by an officer of the public sector bank. According to the rules, “A pensioner not residing in India in respect of whom his duly authorised agent produces a life certificate signed by a magistrate, notary, a banker or a diplomatic representative of India, is exempted from special appearance.”

Rapist can be awarded lesser punishment for ‘special reasons’, says Supreme Court

Rapist can be awarded lesser punishment for ‘special reasons’, says Supreme Court

The Supreme Court has said that a rape convict can be awarded lesser punishment if courts find “adequate and special” reasons for doing so.

Though a bench of justices MY Eqbal and Pinaki Chandra Ghose upheld the conviction of Madhya Pradesh resident Ravindra in a 20-year-old rape case, it allowed him to walk free after imposing a jail term already undergone by him. Referring to a case law, the court considered as “adequate and special” reasons the fact that the trial was protracted and both convict and the victim have married separately.

It also lent weightage to the fact that they have even entered into a compromise. Section 376 (2) (g) of the IPC provides that the courts “for adequate and special reasons to be mentioned in the judgement” may impose a sentence of imprisonment of either description for a term of less than 10 years.

“We are of the opinion that the case of the appellant is a fit case for invoking the proviso to Section 376(2)(g) of IPC for awarding lesser sentence, as the incident is 20 years old and the fact that the parties are married and have entered into a compromise, are the adequate and special reasons,” the bench said.

Ravindra was held guilty for rape by a trial court and was awarded 10 years rigorous imprisonment for raping a woman working in his fields on August 24, 1994.

The Madhya Pradesh High Court dismissed his appeal in 2013 and upheld his conviction and sentence, saying that in prosecution of rape, the law does not require corroboration of evidence. The apex court agreed with the contention of Ravindra that he and the victim have entered into a compromise and she does not want to proceed with the case against him and wants to close the case as both of them are married (not to each other) and have settled in life.

Swine flu: 36 more succumb to virus, death toll in India increases to 1,041

  • PTI

The swine flu epidemic has claimed the lives of 36 more people, taking the total death toll in the country to 1,041. The number of people affected by the virus also stands at 19,000 now.

Rajasthan and Gujarat have been the worst-hit states so far with 234 and 231 deaths, respectively. According to Skymet Meteorology Division in India, unusual weather conditions prevailing across the country have aggravated the situation and with the rainy days expected ahead, there is a possibility of steep rise in the numbers.

This has raised serious concerns over H1N1 influenza, as weather has played major role in intensifying the flu this season. In a bid to curtail spread of deadly virus, it is very necessary for temperatures to rise and drop in humidity levels, which is not expected to happen anytime soon.

Gujarat government has also imposed a ban on most public gatherings of five or more people in Ahmedabad in a bid to halt the spread of swine flu. Officials have also asked people to wear mask as precautionary measure. Swine flu is caused by H1N1 virus. Symptoms for swine flu include high fever, headache, muscle pain, diarrhea, vomiting, stomach pain and internal and external bleeding.

AC Milan fail again to win two in a row in Serie A

AC Milan fail again to win two in a row in Serie A

Verona: AC Milan was held to a goalless draw at relegation-threatened Chievo Verona in Serie A on Saturday as it once again failed to win consecutive matches.

Filippo Inzaghi’s team doesn’t have two successive victories since October, and remained ninth ahead of the rest of the weekend fixtures.

Chievo earned a valuable point in its battle to survive the drop and moved provisionally five points clear of the bottom three.

The best chance of the match fell to Milan’s Keisuke Honda, who hit the crossbar at the start of the second half.

Milan goalkeeper Diego Lopez, who returned from suspension, was also forced into two good saves as Chievo looked for its first win against the Rossoneri since 2005.

The match started 15 minutes late in a show of solidarity to crisis-hit Parma. The Italian Players Association announced on Thursday that all Serie A squads will go on the field 15 minutes late this weekend.

Milan’s injury problems in defense worsened this week after Adil Rami was diagnosed with a right calf problem, joining the likes of Cristian Zapata, Ignazio Abate, Mattia De Sciglio, Pablo Armero and Cristian Zaccardo on the Rossoneri’s unavailable list.

However, Philippe Mexes returned from his four-match ban for grabbing Lazio captain Stefano Mauri by the neck.

The first half was a turgid affair, with the best chance falling to Sergio Pellissier, who skipped past Salvatore Bocchetti and forced Lopez to rush out and parry at his feet. The ball then ricocheted off Luca Antonelli, who recovered to clear off the line.

Honda replaced Riccardo Montolivo at half-time and almost immediately broke the deadlock but his fierce effort crashed off the crossbar.

The match briefly threatened to spark into life as Lopez made a fingertip save to deny Ezequiel Schelotto, then a crucial Federico Mattiello intervention – in his first Serie A start – prevented Giampaolo Pazzini from tapping in following a Jeremy Menez counterattack.

Shortly afterwards, former Milan forward Alberto Paloschi almost scored against his old club moments after coming off the bench but Lopez pushed his effort over the bar.

PDP has its way as BJP bends to form government in Jammu and Kashmir, but will the alliance work?

Srinagar: After a two-month-long wait and suspense, Mufti Mohammad Sayeed will finally be sworn in as Jammu and Kashmir Chief Minister as the head of Peoples Democratic Party-Bharatiya Janata Party coalition government on Sunday. Both parties have ironed out a Common Minimum Programme (CMP) for Jammu and Kashmir. However, it needs to be seen if both the parties will be able to sell the alliance to their respective constituencies as ‘a win-win deal’.

Surprisingly there were no jubilations in either Kashmir valley or Jammu region over government formation though common people expect their day-to-day problems will at least be addressed. Political experts say that U-turn by BJP and PDP from their stands on various issues have angered people from both the region.

However, they say that the CMP is to some extent in line with PDP’s stand on various issues whereas BJP has compromised on several ideological issues, including Article 370 and settlement of Pakistani refugees, probably to grab the chance to occupy the treasury benches for the first time in the history of Jammu and Kashmir, the only Muslim-majority state of India.

PDP has its way as BJP bends to form government in Jammu and Kashmir, but will the alliance work?

PDP paron Mufti Mohammed Sayeed will be sworn in as Jammu and Kashmir chief minister for the second time.

A famous saying, politics has less to do with where you live than where your heart is, perfectly depicts the picture of BJP-PDP government as both parties despite ideological differences, managed to come on a common ground after several meetings.

Swachh Bharat cess may raise cost of services

Swachh Bharat cess may raise cost of services

Suresh Nair, Tax Partner, EY

In the Budget, the Finance Minister was emphatic on the benefits to the middle class taxpayers, easing governance laws and proposals to maximise benefits to economy. The standard effective excise duty rate has been increased from 12.36 % to 12.5%. This also implies that generic customs duty rate on imported goods would be higher from 28.85% to 29.44% (due to the increase in the component of customs duty aligned to central excise).

However, such marginal increase in rates appears to have been designed more with a ‘simplification of duty structure point of view’ and should on a stand alone basis not have a substantive negative impact on the consumers.

On service tax, to facilitate transition to GST, service tax (including education cess rate) has been increased from 12.36% to 14%. Similarly, enabling provision to levy Swachh Bharat Cess at a rate of 2% on all or certain services could be implemented. This increase in service tax rate (with Swachh Bharat Cess) could increase the overall cost of services received by the consumer. Whether credit of Swachh Bharat Cess would be available to offset against output taxes is not clear.

Nonetheless, there have been reductions in duty rates, especially for certain consumer durable goods, which should bring cheer to the customer. For instance, customs duties have been exempted on parts for manufacture of tablet computer and microwave oven and on import of Digital Still Image Video Cameras and Organic LED TV panels to name a few. In footwear industry, Basic Excise Duty on specific leather footwear of Retail Sale Price exceeding Rs.1000 per pair is being reduced from 12%. On the medical front, customs duties have been fully exempted on artificial hearts. Further, with regard to import of life saving drugs and medicines by an individual for personal use, Import certificate (required for such imports) has been made valid for a one year period (rather than on every import). Also, all ambulance services will be exempt from service tax going forward. This should be an appealing relief to patients availing the said services.

As expected, excise duty on cigarettes and tobacco has been hiked. Whether this per se would impact the consumption of the said product is another question in itself. From a service tax perspective, many exemptions have been removed. Relevant for consumers include increase in service tax on 60% of the value of air transport for business class tickets (as against the earlier 40%). Further, service tax is proposed on admission to concerts, pageants, award functions, musical performances and certain sporting events where admission charge is more than Rs 500.

Similarly, activities undertaken by chit fund foremen in relation to chit, and lottery distributors and selling agents, in relation to lotteries would now be liable to service tax.

Given that many exemptions have been withdrawn and rates increased, the overall immediate impact on the consumers could be higher. However, since the Government is committed to introducing a single Goods and Service Tax (‘GST’) by April 2016, which is likely to bring down the cascading effect of taxes and make India a common market, it is expected that in the long run consumers will be the final beneficiaries. GST – Way To Go!

Jaitley announces 2015-16 Union Budget: No big bang, but Budget goes for growth, investment

Source: The Sangai Express / Agencies

New Delhi , February 28 2015 : Finance Minister Arun Jaitley on Saturday announced a Budget that put boosting growth before painful reforms, slowing the pace of fiscal deficit cuts and seeking to put domestic and foreign capital to work.

In his first full-year Budget since Prime Minister Narendra Modi’s landslide election victory last May, Jaitley said India’s economy was about to take off.

Modi tweeted that the Budget would “further reignite our growth engine” .

Billed as a test of the Nationalist premier’s willingness to reform a $2 trillion economy with a bloated public sector and weak private investment, the Budget was short on structural reforms and contained revenue targets some called unrealistic.

It drew a mixed reception from economists, with some calling it a path to an investor-friendly India, but others seeing a missed opportunity to tackle deep-seated structural problems.

“Definitely far from what some were hoping would be an event similar to the game-changing Budget of 1991 which ushered in India’s economic liberalisation,” said Devika Mehndiratta, senior economist at ANZ research.

Apparently anticipating such barbs, Jaitley, 62, said his Government had acted “rapidly” to right the course of Asia’s third-largest economy.

“People who urged us to undertake ‘big bang’ reforms also say the Indian economy is a super giant, which moves slowly but surely,” Jaitley told Parliament as he wrapped up a 90-minute speech.

Venezuela to limit US diplomat number, require tourist visas

CARACAS, Venezuela (AP) – Venezuelan President Nicolas Maduro says he will limit the number of U.S. diplomats allowed to work in the socialist South American country and also will require U.S. citizens to apply for visas if they want to visit.

Maduro said Saturday that U.S. meddling in the internal affairs of his country has forced him to adopt the series of restrictive measures.

Relations between the two countries have been steadily deteriorating. Earlier this month, Maduro accused the U.S. of working with local opposition groups to stage a coup that involved bombing the presidential palace. Washington has rejected the accusation as ludicrous.

The two countries have not exchanged ambassadors since 2010.

Robert Mugabe turns 91, celebrates with anti-white tirade at $1.2M party

Zimbabwe’s president Robert Mugabe celebrated his 91st birthday on Saturday with an $1.2 million extravagant party at a Victoria Falls gold resort — and an anti-white speech.

Mr. Mugabe pledged to extend the land grabs which saw thousands of white farmers driven off their farms since 2000 to the country’s game reserves, the Telegraph reported Saturday.

“Zimbabwe has lots of safaris but very few are African,” Mr. Mugabe said. “Most are white-owned. In our region, we have the most safaris and animals. But we are now going to invade those forests. Our people cannot keep suffering.”

Mr. Mugabe told his guests that he would only allow white game reserve owners to stay in the country if the U.S. lifted economic sanctions that have been imposed since 2002.

“We can do things for ourselves. We don’t need the white man to continue to guide us,” he said, the Telegraph reported.

Both the U.S. and the European Union imposed sanctions on Mr. Mugabe, his wife and members of his inner circle after reports of his human rights abuses spread, detailing forced evictions being carried about by the despot. He has declared himself a champion of post-colonial Africa.

Chelsea, Tottenham face-off in English League Cup final

Chelsea, Tottenham face-off in English League Cup final

Manchester: In the space of a few hours on Sunday, Chelsea could win its first trophy in Jose Mourinho’s second spell as manager and take a big step toward capturing the Premier League title.

The first piece of silverware in the English season is up for grabs when London rivals Chelsea and Tottenham meet at Wembley Stadium for the League Cup final.

Mourinho won that competition in his first year at Chelsea in 2005, and also guided the team to the Premier League later that season to launch the most successful period in the club’s history.

The same double could be repeated a decade later.

Before starting the cup final, Chelsea will know if its five-point lead in the league has been cut by second-place Manchester City when the champions play away to in-form Liverpool. With only 12 rounds left, Chelsea will be an even bigger title favorite if City draws or loses at Anfield, where it hasn’t won in any competition since 2003.

What plays into the hands of both Chelsea and City this weekend is that Tottenham and Liverpool have little time to rest after playing in the Europa League.

Chelsea’s players will have had a full week off before the final, while City played Barcelona at home in the Champions League on Tuesday, losing 2-1.

Arsenal is also looking to make amends for a disappointing home performance in the last 16 of Europe’s top competition this week when it hosts Everton in the league. The Gunners were jeered off the field after losing 3-1 to Monaco on Wednesday.

There are three points between third-place Arsenal and sixth-place Liverpool in the standings. Manchester United and Southampton are fourth and fifth, respectively, and are in action Saturday.

Here are some things to know about this weekend in England:

NO MATIC

Chelsea has only lost three games all season – and Nemanja Matic wasn’t playing in two of them.

So, the midfield anchorman’s absence on Sunday because of suspension will be a major blow to Mourinho, who is likely to replace Matic with John Obi Mikel. Mikel has played only one game in the past month.

The only time Matic was on a losing Chelsea team this season was against Tottenham in a 5-3 defeat on New Year’s Day.

A positive for Chelsea is that Spurs have only won four of nine matches that have followed their Europa League outings this season.

Pentagon scraps attack on Mosul: ‘There are gaps and seams that need to be closed’

The Pentagon has put plans to retake Mosul, Iraq’s second largest city, from Islamic State militants on hold indefinitely.

Defense officials pentagon-scrubs-major-attack-on-isis.html” target=”_blank”>told The Daily Beast on Friday that the plans for a counteroffensive attack have been pushed back for several months at least.

The report comes after the Pentagon recently announced that the first major ground offensive against the terrorist group would come in the next few weeks.

Defense officials who once hoped that Iraqi troops could move into Mosul by spring now say that a fall deadline is more realistic, The Daily Beast reported.

“It is an Iraqi decision but we don’t want to do anything until they are ready and can win decisively,” a military official told The Daily Beast. “They cannot now.”

Defense Department spokesman Rear Adm. John Kirby skirted questions on the timeline on Friday, saying he couldn’t name a certain date, nor deny that April was no longer a realistic option.

Pune FC beat Royal Wahingdoh 1-0, go to top of I-League table

Pune: Pune FC defeated Royal Wahingdoh FC 1-0 in an I-League Round 8 match to move to the top of the points table here on Saturday.

A first-half strike from Thongkhosiem Haokip (27th minute) proved to be the difference between the two sides in a hard fought encounter on a rainy evening at Shivchhatrapati Sports Complex at Balewadi here.

The win was Pune FC’s first in four games and helped them leapfrog Mohun Bagan (14 points) to the top of standings with 15 points.

Going into the game, coach Karim Bencherifa made two changes to the lineup, handing starts to Yumnam Raju and Prakash Thorat.

In the 11th minute, Pune FC went close when Raju Yumnam sent in a delightful ball from the left for Prakash Thorat but he was unable to capitalise on the ball.

Ten minutes later, Pune FC once again went close when a corner curled in by Lalrempuia Fanai found Luciano Sabrosa in the box. He headed the ball which reached Dhanpal Ganesh who ended up shooting it wide.

Pune FC broke the deadlock in the 27th minute through some great combination play. Arata Izumi, who was running down the left flank, released the ball for Prakash. He cut the ball in for Haokip who side-stepped the shot deftly beating Wahingdoh’s custodian Nikhil Bernard to score his sixth goal of the campaign and making him the sole leader in the I-League top-scorer’s chart.

When the second half began, the pace of the game reduced thanks to the rain pouring down continuously.

Wahingdoh continued to press for an equaliser through Jackichand. Amrinder twice, in the opening 10 minutes of the second half, stepped up to deny his brilliant efforts, one of which was at close range.

The game gradually moved into Royal Wahingdoh doing most of the attacking and Pune FC retorting on the counter.

In the 86th minute, a powerful shot by Wahingdoh’s Reagan Singh hit the crossbar, while another long ranger by Densill Theobald was also denied by the crossbar.

However, Pune FC kept their calm and defended well in the final minutes of the game to clinch a narrow 1-0 win.

Ajay Maken to be Delhi Congress chief

New Delhi: Congress general secretary Ajay Maken will be the chief of the party unit in Delhi where Congress suffered a wipe-out in assembly polls in the national capital. The decision is expected to be announced in a day or two, sources said, indicating that some other changes could also be announced which includes replacing Punjab Congress chief Pratap Singh Bajwa.

The name of former minister Lal Singh is doing the rounds as Bajwa’s replacement, sources said. The party may announce some big-ticket changes in the next few days as it attempts to revamp the organization in the backdrop of a series of major electoral setbacks since the Lok Sabha poll loss last year, it is learnt.

The party had fought the Delhi election projecting Maken as its face but could not open its account in the 70-member state assembly where Arvind Kejriwal-led Aam Aadmi Party bagged an unprecedented 67 seats, leaving three for BJP.

World Cup 2015: Australia must play swing better: Clarke

World Cup 2015: Australia must play swing better: Clarke

Australia captain Michael Clarke said his side had to bat better against swing bowling if they were to win the World Cup after a top-order collapse ultimately proved decisive in a dramatic one-wicket defeat by New Zealand.

Clarke’s men were bundled out for just 151 after he won the toss in a Pool A clash against fellow tournament co-hosts New Zealand at Auckland’s Eden Park on Saturday, with left-arm swing bowler Trent Boult taking a career-best five for 27.

“We were extremely poor, there is no doubt about that,” said Clarke. “I think credit needs to go to New Zealand bowlers. They bowled really well. They swung the ball nicely and bowled good areas, but our shot selection was very poor, and I thought our defence more than anything else was an area that was a lot poorer than we would have liked. I think moving forward the balls are going to swing and we’ve got work to do with the bat. That’s for sure.”

Australia were well-placed at 80 for one, with opener David Warner (34) and Shane Watson (23) adding 50 for the second wicket before a rapid collapse saw eight wickets lost for just 26 runs.

It was only because of a last-wicket stand of 45 between Brad Haddin (43) and Pat Cummins (seven not out) that Australia avoided their lowest World Cup total of 129, against India at Chelmsford in 1983.

That Australia almost pulled off a stunning win was down to a brilliant bowling effort led by left-arm paceman Mitchell Starc’s career-best six for 28.

Starc took two wickets in as many balls before last man Boult blocked the final two deliveries of the 23rd over.

The first ball of the next over saw Kane Williamson (45 not out) strike the winning six off paceman Pat Cummins.

Clarke insisted Australia hadn’t given up hope of victory after they were dismissed inside 33 overs.

FANTASTIC ATTACK

“I made it clear to the boys that I thought we had enough runs, and I think you have to do that certainly as captain of the team,” he said.

“You have to back your bowlers. We’ve got a fantastic attack. All the guys have individual skill and talent, there is no doubt about it. And I think you’ve seen a good glimpse of that with the way Starcy bowled today. So the faith was there, there was no doubt about it. And we just had to execute. I think we did that. Starc to me was a standout today. That individual performance was as good as you’ll see in any form of the game.”

Clarke, who holed out off Boult in his first international game since December last year following a hamstring injury, added: “I’d like some more runs. I’m no different from the other top six batters. We were disappointing today, and my shot selection was poor.”

The win moved New Zealand into the quarter-finals with four wins in as many games, while Australia have three points in three, after Saturday’s match followed a 111-run win over England and a wash-out with Bangladesh.

Clarke said the lengthy flights involved threatened to be the biggest challenge facing Australia in the remainder of their group campaign.

“The toughest part of the next few games for us is the flying time, I think,” he said.

“We’ve got eight-and-a-half hours travel time to Perth tomorrow,” said Clarke, whose team next play Afghanistan on March 4.

“Then another five hours back to Sydney,” said Clarke of the match against Sri Lanka on March 8.

“So recovery is going to be the key.”

EPL: Rooney ends goal drought as Manchester United climb to third spot

EPL: Rooney ends goal drought as Manchester United climb to third spot

Wayne Rooney ended his eight-game Premier League scoring drought with a brace as Manchester United climbed back above Arsenal into third with a 2-0 victory against a dogged Sunderland on Saturday. United were booed during stages of another underwhelming first half at Old Trafford but Rooney, restored to his favoured forward position, dispatched a 66th-minute penalty after Radamel Falcao was impeded by John O’Shea.

Fellow former United man Wes Brown was wrongly shown the red card instead of O’Shea despite the remonstrations of Sunderland’s players before Rooney added his second with a simple finish in the 84th minute.

“It’s great to score but the three points are the most important thing after last week (a 2-1 loss to Swansea City),” Rooney told the BBC. “We knew Sunderland would be dogged. They defended well, but we were patient. It was a good performance. “I think there are a lot of teams in a good run of form and there’s not much difference between the top teams. We hope that, come the end of the season, we’re in the right position.”

United’s top-four rivals Southampton continued their recent slump after they were beaten 1-0 at improving West Bromwich Albion courtesy of Saido Berahino’s early goal.

Earlier Glenn Murray scored twice and was sent off as resurgent Crystal Palace registered a 3-1 Premier League win at a toothless West Ham United to heap more woe on the stuttering east London side, who began the season brightly.

Newcastle United extended Aston Villa’s winless Premier League run to 12 games with a 1-0 victory at St James’ Park thanks to Papiss Cisse’s goal.

Swansea City climbed to eighth after Kieran Trippier’s own goal in a 1-0 win at struggling Burnley while Stoke City were 1-0 victors at home against Hull City thanks to a Peter Crouch header.

UNITED VULNERABLE

Not for the first time this season, Manchester United’s back three looked vulnerable and were indebted to goalkeeper David de Gea, who tipped Connor Wickham’s early shot round the post before the Spaniard denied Jermain Defoe.

A prolonged period of United possession yielded no attacking enterprise and ended with a ball back to De Gea, which was met by widespread boos and groans from a disgruntled Old Trafford crowd.

Moments later Ashley Young’s low cross clipped the bar via a sizeable deflection off O’Shea before the United wingback fired a shot narrowly past the far post.

After the break, more sloppy United play was greeted with groans though their side finally opened the scoring when Falcao turned brilliantly to win a penalty after he was impeded by O’Shea.

Referee Roger East mistakenly showed Brown the red card before Rooney calmly converted the penalty.

Adnan Januzaj, a halftime substitute for an anonymous Angel di Maria, made a huge impact following his introduction and his low shot was parried by Costel Pantilimon allowing Rooney to apply a simple finish to secure the points.

Southampton had won one of their previous four league games to slip out of the top four and they found themselves behind after Berahino’s excellent strike in the second minute.

The visitors commanded much of the possession but too many of their players cut frustrated figures as they failed to break down a resolute West Brom side.

Morgan Schneiderlin split the hosts’ defence with a sublime ball midway through the half but Sadio Mane wasted the opportunity with a wild shot.

West Brom’s lively striker Berahino, who has 17 goals in all competitions this season, was substituted with an apparent injury.

Southampton’s Graziano Pelle failed to convert a glaring opportunity with the goal beckoning midway through the second period.

Darren Fletcher missed a good chance for the hosts before both Pelle and Eljero Elia wasted good chances for Southampton as West Brom held on to climb eight points clear of the relegation zone with a fourth league game without defeat.

Second-placed champions Manchester City visit Liverpool on Sunday when Arsenal, two points behind United, host Everton. Leaders Chelsea play Tottenham Hotspur in the Capital One Cup final.

Bhutia slams East Bengal for sacking Colaco

Bhutia slams East Bengal for sacking Colaco

Former India captain Bhaichung Bhutia today hit out at East Bengal for sacking celebrated Indian coach Armando Colaco in the middle of an I-Leaguefootball season.

“I don’t think it’s fair to sack a coach after just six matches. That means the club officials made a wrong choice in picking the coach. You should have given some more time to Colaco,” the torch bearer of Indian football said.

Having announced his decision to retire from club football in East Bengal jersey, Bhutia further said he’s ready to help out the Eelco Schattorie’s boys’ who are struggling with two wins from six matches and slipped to sixth place.

“Even if I’m not playing I want to sit with the players. They have a new coach now and if at all I can help them out anyway I’ll be happy. I want to help them out.”

The 38-year-old said he’s hoping to join the red and gold brigade next month but don’t want to be a burden on the team.

“For me, I’m just coming back to retire. I need to be fit as well, love to play derby. I can’t run around with a stick. Hopefully I would join somewhere in March.”

Mohun Bagan are unbeaten and lead the table and Bhutia said both the city rivals have it in them to win the I-League.

“Definitiely Mohun Bagan have a very bright chance. But East Bengal too can win, their new coach will need some time to settle down. Both teams have chances. It’s not going to be easy. With 11 teams in fray, this time the I-League is not going to be very big.”

He further urged the city clubs to be more organised rather than indulging in a blame game.

“On the whole, clubs like Mohun Bagan and East Bengal have to organise. It’s very difficult for a new coach to understand players’ mindset, their strengths and weaknesses. It’s always easy to complain but if you organise your own backyard you’ll be better prepared,” Bhutia said.

“You need to plan and organise well to take the club into the right direction. After ISL, the I-League clubs may face some problems and we need to catch up.”

The I-League clubs may be blaming the players’ burnout post Indian Super League as a reason for their below par show in the ongoing I-League but Bhutia disagreed.

“Everywhere, every team is playing matches. As far as I know, East Bengal have got 36 players. You got to play them out. It’s not only in India, it’s happening all around the world. Look at a team like Arsenal and how much they’re playing,” he said.

“Let’s not forget, clubs like East Bengal and Mohun Bagan have benefited financially because of the ISL. You should not always keep on blaming,” he pointed out.

The newly-appointed Indian chief coach Stephen Constantine will begin his second stint with the upcoming home and away matches against Nepal in the Preliminary Joint Qualification Round 1 for the 2018 FIFA World Cup.

Bhutia said Constantine would need some time to settle down.

“It’s going to be tough in the Nepal qualifiers. He does not know the players and has been supplied with 32 players by the AIFF. He’ll have a difficult phase for at least one year but when he knows the players after seeing I-League and the ISL, then I think he’ll get the right kind of player.”

He further said Constantine fitted the bill perfectly.

“He fulfilled the criteria perfectly. We did not want to spend so much on a coach’s salary and the budget was curtailed. At the same time, we needed somebody who had worked with Indian football with experience of International football,” Bhutia said.

Asked about coaching, Bhutia said: “I doubt. I don’t think I have that kind of dedication, involvement and commitment to become a coach.”

Having lost in the Lok Sabha polls on a Trinamool ticket, Bhutia said: “I’m not getting time for politics after the elections. Right now, I’m more focused on football.”

Bhutia was here to promote Sanofi India’s ‘Steps that Count’ initiative to raise awareness on knee osteoarthritis today.

Having gone through seven knee operations, Bhutia said: “It never feels the same after surgery. I wish we had such kind of treatment of visco supplementation.”

RCA claims it has right to attend BCCI AGM

RCA claims it has right to attend BCCI AGM

  • Lalit Modi

Despite being suspended by the BCCI, the Rajasthan Cricket Association (RCA) has claimed that it has the right to be a part of the crucial AGM to be held on March 2nd in Chennai.

Mehmood Abdi, the permanent representative of RCA in BCCI, said that voting right is one of the fundamental rights in democracy and it can’t be taken away from any member.

Abdi today submitted a letter to BCCI regarding the authorization of RCA representative to attend the BCCI AGM but claimed that Parag Patel, Special Assistant to BCCI Secretary Sanjay Patel, refused to a give a receipt of the communication at BCCI office in Chennai.

Talking to PTI, Abdi said that BCCI have every right to punish RCA by stopping its grants etc but it cannot take away its right to be a part of the AGM.

“The BCCI has suspended us after we chose Lalit Modi as our president and since then they have suspended us and stopped our grants and did not include us in the domestic calendar until the intervention of Rajasthan High Court. They can punish us in any way they want but voting is our fundamental right. They need to have two third majorities to do so. The AGM will be a crucial one for Indian cricket and we have the right to be there and vote,” said Abdi.

Incidentally, the Modi-led faction of RCA was granted a sigh of relief by Rajasthan High Court on Friday as it refused to extend the dead line given to Amin Pathan for bringing in the no confidence motion against President Lalit Modi and three other top office bearers.

The Pathan group had claimed that it removed Modi and other three top office bearers in a coup but Abdi and few others had challenged the claim by moving court.

The High Court had allowed the Rajasthan teams to participate in domestic BCCI tournaments and gave the charge of RCA’s day to day affairs to Rajasthan state Sports Council, making Taposh Chatterjee the coordinator between RCA and BCCI.

The court also later set March 12 as deadline to complete the formalities of bringing in the no confidence motion and had ordered that if the Pathan group fails to bring in no confidence motion or it is defeated, the Modi Group would automatically get the reigns of RCA.

On the other hand, Shakti Singh Rathore, the Secretary of the Pathan led faction, had already issued a notice for EGM to be held on 9th March.

The sports Council President had pleaded that since it was busy in other matters it was not in position to hold the EGM of RCA but the court on Friday had refused to extend the deadline of 12th March.

India’s Rohan Bopanna and his partner Daniel Nestor grabbed their second ATP title of the season by subduing Aisam-ul-haq Qureshi and Nenad Zimonjic in the summit clash of the Dubai Duty Free championships, in Dubai on Saturday.

The fourth-seeded Indo-Canadian combine raced to a 6-4 6-1 win in just 50 minutes against the unseeded Serbian-Pakistani team. It was Bopanna’s 12th career ATP doubles title and second with Nestor.

Bopanna and Nestor saved an early break chance in the opening set and never looked back after that. They broke the rivals at the first available opportunity to pocket the first set and just ran away with the second to wrap up the match in a jiffy.

Bopanna and Nestor had won their first title in Sydney, early in the season. The winners split US $149,170 as prize money and earned 500 ranking points each.

Dalmiya consensus candidate from Srini camp: sources

Dalmiya consensus candidate from Srini camp: sources

  • Jagmohan Dalmiya

Veteran administrator Jagmohan Dalmiya has emerged as a consensus candidate in the N Srinivasan camp for the post of president in the BCCIelections to be held here on Monday.

Dalmiya, the president of Cricket Association of Bengal, controls two votes from East Zone and has emerged as a candidate for the top post since no other name was unanimously acceptable to all the units loyal to Srinivasan.

The loyalists of Srinivasan, who met here today ahead of the much-awaited Annual General Meeting, have not decided the other panel members as yet.

“As of now only Dalmiya’s name has emerged as a frontrunner for BCCI president’s post. No other name for other positions has been finalised yet,” a top BCCI official told PTI.

It is the turn of East Zone to nominate a president and it is still not clear whether the rival faction has been able to break any of the six East Zone units who have traditionally been loyal to Srinivasan.

Maratha strongman Sharad Pawar, who has been projected as possible candidate for the president’s post, flew into the city this evening and was closeted in a meeting with his supporters. Former BCCI president Shashank Manohar has also arrived here for the AGM.

It is still not clear whether Pawar will contest the elections. He is likely to plunge into the fray only if his group can cobble up enough numbers to win the polls.

Dalmiya was made interim chief of the BCCI after Srinivasan stepped aside from the post in the wake of the IPL spot-fixing and betting scandal.

I-League: Dempo looking to bounce back from defeat against East Bengal

I-League: Dempo looking to bounce back from defeat against East Bengal

  • Mandar Rao of Dempo – courtesy Facebook

Dempo FC, who suffered their first defeat at home against Shillong Lajong, are looking to bounce back when they take on East Bengal on Sunday at the Nehru Stadium, Fatord, Margao.

Dempo were looking to extend their unbeaten run but failed to put up a collective performance and lost their first match against Shillong Lajong 2-0 to remain at the bottom half of the table with seven points from six matches.

Dempo did not get the right start that they were looking for with their midfield lacking the flair in the absence of Romeo Fernandes and Peter Carvalho. As a result they struggled to put up a collective performance against Lajong and hardly troubled the rival defence.

Mandar Rao, Jewel Raja and Carlos Hernandez who played in the second half too failed to create any impact on the opposition and on Sunday they will have to give their best in the absence of injured Tolgay Ozbey if they are to win against East Bengal.

On the other hand, Eelco Schattorie, who took over the reign from Armando Colaco for East Bengal, drew his first match against Mohun Bagan in their last outing and now will be anxious to win here to boost the morale of the team as they are placed sixth with nine points from six matches.

Dempo’s coach Arthur Papas said it is going to be a tough match against East Bengal. “We have worked on our mistakes from the last match defeat during the practice session and are looking to bounce back to win tomorrow and put ourselves on the right track,” said Papas.

“We have always played well against the Kolkata side and hopefully our team perform to their ability tomorrow to notch their first win,” he said. His counterpart Eelco Schattorie said: “It’s always tough playing against Dempo in their own den and tomorrow it’s going to be close contest which we are expecting to win.”
