It is gratifying that the Directorate of University and Higher Education have taken up the task of processing identification of pensioners/family pensioners and calculation of the financial involvement for submission in details to the Higher Authority within a short time.

Mishap kills girl

Imphal, June 30 2013: A motorist girl was killed in a road accident which occurred near Gate No 2 of Imphal Airport on Tiddim Road at around 11 am today.


The deceased has been identified as Thoudam Dayarani (18) d/o Kabi of Patsoi Part-IV.


She was rammed by a passenger bus (MN-05C/0141) as she was driving out from the gate on her Honda Activa (MN-01A/5907) .

Manipuri Sahitya Parishad president Prof Elangbam Dinamani, social activist Dr Dhanabir Laishram, DM College of Arts Associate Prof Dr Ibohanbi and Sahitya Akademi awardee Sarat Chand Thiyam attended the function organised by Hijam Guno Foundation.


Hijam Guno’s ‘Edi Chingda Satpini’ and a book written by H Sadananda entitled, ‘Hijam Guno Gi Khut Ee amasung Ngashigi Manipur’ were released in today’s function.


Elangbam Dinamani while speaking at the fucntion said that Guno’s write-ups would remain as masterpiece for generations.

Imphal, June 29 2013 : Hodam Gyaneswor Singh has left for Indonesia to officiate as the Chief Refree of the Indonesia International Challenge to be held from July 2 to July 7 at Surabaya, Indonesia, according to a statement issued by Manipur Badminton Association.


H Gyaneswor Singh of Uripok Ahanthem Leikai, Imphal is the first and only International Badminton Refree in Eastern India.

Grenades found, dharna staged

Imphal, June 29 2013 : A hand grenade was found in the premises of Comet Higher Secondary School, Ghari in Imphal West this morning around 5.The grenade was later retrieved by a team of Bomb Disposal squad of the State Police.


Meanwhile, a sit in protest was staged against the lobbing of grenade inside the school campus at Ghari by students, staff of the school and locals of the area.


Clarifying that there was no monetary demand from any militant group, Principal of the School, Khomdram Ibocha urged all concerned to restrain from such unwanted acts in the future.


In an unrelated incident, a hand grenade was found at the residence of one Laishram Dev Kumar (40) at Wangjing Lamding in Thoubal district early today afternoon.


Bomb disposal squad team of the police retrieved the grenade and defused the same at Wangjing Kodompokpi Lampak.


Dev Kumar owns a Tata magic vehicle.


No monetary demand was made to him by anyone.

Imphal, June 29 2013 : The Congress Legislature Party (CLP) has decided to nominate Chingai AC MLA MK Pre-show Shimray and Tamei AC’s Z Kikhonbou Newmai as the deputy speaker of Manipur Legislative Assembly and Hill Areas Committee deputy chairman respectively.


Decision to nominate the duo for the vacant posts was taken at a CLP meeting convened this morning at the conference hall of the CM’s secretariat.


It is informed that deliberation on filling up the vacant post of Deputy Speaker with Preshow Shimray would be placed before the State legislators on July 1, the last day of the monsoon session.


As the Congress party enjoys overwhelming majority of 42 MLAs out of 60 in the State Assembly approval of the CLP nominees by the house for the said posts would be a mere formality, opined a Congress party source.

MNRF rejects

Imphal, June 29 2013 : Referring to the merger report of MNRF and UNPC, the Manipur Naga Revolutionary Front (MNRF) has denied any dissolution of MNRF while issuing strict warning to those attempting to tarnish the image of the outfit.


A statement issued by Rex Kashung, information and publicity secretary of MNRF today categorically questioned the authority of John Francis Kashung to create confusion among the people while also pointing out that he was already terminated from the party for his misconduct and corrupt thought.


As he was terminated from the party, John Francis Ka-shung had created confusion and demoralised the people by using the name and letterhead of the organisation without the consent of the authority concerned.


While extending best wish-es on the formation of MNPF, the statement also urged the MNPF not to adopt the logo of MNRF.


It further urged the MNPF to work in accordance with its motto, ‘For the People’ .


Pointing out that the organisation is working hard to bring balanced development of the hills and valley and struggling to protect the territorial integrity of Manipur, the MNRF warned any party or individuals who are trying to tarnish the image of the organisation of ‘tragic penalty’ .

Nagaland cops rescue driver

Imphal, June 29 2013 : Driver of an oil tanker abducted from near Kohima town by unknown per-sons, suspected to be activists of a Nagaland-based armed group, this morning has been rescued by a team of Nagaland police in late afternoon today.


According to an informed source, deisel tanker driver Pabitra Handique, was whisk-ed by the unidentified persons at around 4 am near Naga Hospital, which is on the out-skirts of the Nagaland State capital.


The 12 kl oil tanker was among the convoy of LPG and transport fuel carriers coming towards Manipur along with CRPF escort.


As the CRPF escort personnel bringing up the convoy’s rear spotted the oil tan-ker stranded on the highway without the driver, the driver’s assistant was asked to drive till Kohima police station where a report about the missing driver/abduction was lodged, the source informed.


It is said that a search ope-ration for the missing driver was launched under SP (Ko-hima) consequently leading to the safe rescue of Pabitra at around 4 pm.


Details about the group involved in the ab-duction cannot be confirmed.

Manipur godowns lack sufficient capacity FCI

Guwahati, June 29 2013 : The Food Corporation of India (FCI) has admitted that the existing godowns in Manipur are not sufficient to store a year’s requirement of food-grain.


The FCI, in a statement, said, “Existing godowns in Manipur Sangaiprou with 13090MT capacity, Ukhrul 5000MT capacity, Jiribam with 5000MT capacity and Koi-rengei, which has been rented, with 7000MT capacity are not sufficient to meet the requirement of the entire population of Manipur” .


The FCI is committed to constructing more godowns in Manipur but the process is being delayed as the necessary land has not been finalised.


It has recently taken a decision to construct go-downs under the private entrepreneur guarantee scheme in Manipur, it added.


The FCI has already proposed construction of a 10000 MT-capacity godown at Sa-wombung in Imphal East, 5000 MT godown in Bishnu-pur, 2500 MT godown in Chandel, 5000 MT godown in Tamenglong, 10000 MT godown in Jiribam and 2500 MT godown in Thoubal for storage of sufficient essential commodities for the people.


A 5000 MT capacity god-own in Senapati has been completed, while another in Churachandpur (2500 MT) is unfinished.


The FCI allocates good quality foodgrain like rice, wheat and sugar to Manipur on a monthly basis.


At present, it is allocating 7887MT rice, 1106MT wheat and 1470MT sugar every month to the state government.


However, it is unknown whether the beneficiaries actually get the foodgrain.

According to a release issued by the outfit’s senior publicity officer, department of publicity & propaganda Boby Mangang, Milan is a gang member, which has been working to tarnish the outfit’s image by extorting money from public in the name of PREPAK (Pro).

Centre grants global tag to Tulihal

Imphal, June 29 2013 : Along with officially declaring plans to make the civil aviation sector of the country more vibrant and travel-friendly, the Central Government on Friday granted official recognition to Tulihal Airport as an international airport.


For the development of Tulihal into an international airport along with similar facility for Bhubaneswar airport the Centre announced Rs 20,000 crore package for the two airports.


Contrary to earlier reports that Imphal (Tulihal) airport might be converted into an international airport most probably by June, Central Government’s latest official announcement of granting international airport status last evening might lead to frenzied customary final touches to technically gain the recognition.


On the otherhand, Chief Minister O Ibobi Singh had tentatively set July month for Tulihal Airport to become fully operational as an international airport.


Amid ongoing construction and improvement of necessary infrastructural facilities at the airport, regional executive director (Guwahati), engineers and technical team of the Airports Authority of India (AAI) had called on chief minister Okram Ibobi Singh in April.


At the said meeting, pro-gress of construction and improvement of facilities for customs, immigration and security inside the airport were reviewed with a state official later expressing optimism that improvement of facilities will mark the start of international operations from Tulihal.

The meeting was also attended by Ministerial colleagues of the State CM and top civil and senior security officials.


It may be noted that despite initial controversy, the State government has already acquired the required land for converting the only airport in Manipur into an international airport, where at present over a dozen flights land on a daily basis.


The Central government also decided to set up 51 new low-cost airports with an aim to give boost to civil aviation sector and increase air connectivity to Tier-II and Tier-III cities.


The state-owned airport operator, Airports Authority of India (AAI), would set up the low-cost airports in 51 cities in Andhra Pradesh, Jharkhand, Bihar, Punjab, Uttar Pradesh, Arunachal Pradesh, Assam, Madhya Pradesh, Ra-jasthan and Maharashtra.


Also, construction of eight greenfield airports this year would be awarded under public-private-participation (PPP) mode for Navi Mum-bai, Juhu in Mumbai, Goa, Kannur, Rajguru Nagar Cha-kan at Pune, Sriperumbudur, Bellary and Raigarh, a statement from Prime Minister’s Office said.


Also, the government was mulling operation and maintenance of airports at Chennai, Kolkata, Lucknow, Guwaha-ti, Jaipur and Ahmedabad through PPP contracts.


The decisions were taken at a meeting Prime Minister held in New Delhi last evening to finalise infrastructure projects for 2013-14 which was attended by Finance Minister P Chidambaram, Planning Commission Deputy Chairman Montek Singh Ahluwalia and Ministers of Power, Coal, Railways, Roads, Shipping and Civil Aviation.

General strike called on Jul 1

Imphal, June 28 2013 : A public meeting held today at Yairipok Changamdabi has resolved to call a 24 hour general strike all over the State from June 30 midnight if the Government fails to book the culprits involved in the alleged gang rape of a girl who went to collect admission form from Universal College, Yairipok by June 30 .


The meeting decried inaction of the State Government even after the Chief Minister had given an assurance to book all the culprits by June 25 during separate meetings with the JAC concerned, student organisations and the Andro MLA.


Civil society organisations like AMUCO, UPF, NIPCO, CADA and Jamiat-Umla Manipur agreed to support any course of movement taken by the JAC to ensure that the alleged prime accused Md Taj Khan s/o Zahiruddin of Yairipok Singha and all other co-accused are punished according to law.


Saying that Thoubal Police seem to be condoning and protecting the accused, the meeting decided to demand an enquiry so that police officers involved in the conspiracy are also punished according to law.


Another resolution of the meeting is to banish the whole family if any individual from the girl’s locality is found involved in the ruthless crime.

MNRF, UNPC merge to form MNPF

Imphal, June 28 2013 : The Manipur Naga Revolutionary Front (MNRF) and the United Naga People’s Council (UNPC) have been dissolved and the two parties have joined together and established a new organisation called the Manipur Naga People’s Front (MNPF) .


A decision to this end was adopted at a joint meeting of the two parties held on March 11, 2013 .


Subsequently, MNPF has set up its army wing under the banner Manipur Naga People’s Army (MNPA), informed a press release issued by the MNPF deputy publicity secretary Thomas Numai.


“Time has come for us to struggle together to achieve our common goal by surrendering one’s own interest and give room to accommodate other parallel bodies.


“We encompass all parties for a united struggle which is our loud and clear message .


We shall not demoralise our political vision by remaining aloof like the organisations under cease fire pacts whose interest is either higher autonomy or economic package”, it said.


Their submissive policy at the cost of people’s blood and sweat has demoralised the revolutionary spirit, thereby losing people’s confidence at large.


Taking serious note of the importance of people, MNPF has adopted the motto “For the People” .

The principal objective of the MNPF, as declared through the press statement, is restoration of sovereignty and right to self-determination.


Another objective of the newly established outfit is bridging the gap of all revolutionary groups of the region viz; Assam, Arunachal Pradesh, Meghalaya, Mizoram, Manipur, Nagaland and Tripura.


To remove social and economic disparity among different communities and strengthening cohesion and revolutionary unity for a strong and vibrant federal administrative system are other objectives of the party.

Imphal, June 28 2013 : Committee on Human Rights (COHR), Manipur has pledged support to the demand for investigation into Songlong incident wherein six NSCN (K) cadres were reportedly gunned down by Assam Rifles troops.


COHR said that security forces have been meting out different forms of harassment and killings in the name of counter insurgency operation under the cover of AFSPA in Manipur.


It further added that it is known fact that many innocent youths are lured to take part in ‘stage managed surrender ceremonies’ and later they were gunned down in fake encounters.


COHR said that different civil society organisations have condemned the Songlung incident saying that the slain cadres went to 10 AR camp in civvies on the invitation of AR troops.


However, they were found dead wearing combat dress, the press release added.


It added that killing people in stage managed encounters is violation of domestic and international laws.

Bomb attack

Imphal, June 28 2013 : Unidentified miscreants exploded a bomb at the residence of Executive Engineer of PHED, Imphal East Division Nongthombam Bipin located at Khagempalli Mathak yesterday around 7 pm.


Meanwhile, womenfolk of the localities staged a sit in today to register protest against the explosion of bomb in civilian area.


The protesters also demanded the concerned group/individuals to clarify the motive of the attack at the earliest.


Sources said the bomb was lobbed near the gate of the EE’s residence.


The explosion caused damages to the fencing of the house, part of the gate.


The house of the immediate neighbour belonging to one Thokchom Sarat was also damaged.


No human casualty has been reported though.


Protesters today displayed placards reading ‘Don’t repeat attack on civilian area,’ ‘we want peace,’ ‘clarify immediately,’ etc during the sit in protest.


At the same time, the Youth Organisation, Khagempalli, in a statement, strongly condemned the bomb attack at the residence of N Bipin while urging all concerned to restrain from launching such attacks in future.

Petrol price hiked

Imphal, June 28 2013 : Barely two weeks after the price of petrol was hiked, following the deep depreciation of the Re against the US Dollar, petrol price has been hiked again, this time by Rs 2.19 per litre.


In Imphal and other areas, except Churachandpur and Jiribam, the price of petrol per litre has been fixed at Rs 67.54 while at CCpur the price has been fixed at Rs 67.55 and Rs 67.90 per litre at Jiribam.


The price of diesel however remains unchanged.

Rally for ILPS implementation Students baton charged, tear gas shells fired

Imphal, June 28 2013 : Twelve students of Churachand Higher Secondary School were injured as police resorted to lathi charge and fired tear gas shells on a rally staged by the students of the school.


The students were marching towards the State Assembly complex to register protest against non implementation of ILPS in the State.


The students started their rally at around noon from their school.


Although police blocked them at two locations � Sanjenthong and near IMC building � the agitating students broke the barricades and tried to march towards the Assembly complex.


Police then fired two-three rounds of tear gas shells and resorted to lathi charge against the agitating students which was countered with some students pelting stones at the police.

However, a large number of police personnel chased them towards CC Higher Secondary School that led to the injury of 12 students.


According to the students of CC Higher Secondary School, they wanted to take out a peaceful rally.


However, they were compelled to pelt stones to police as they were lathi charged mercilessly.


They also questioned why the State Government is unable to implement ILPS in the State although resolutions in this regard have been passed by the State Assembly on two different occasions.


“We students can’t sit idle inside our houses when the houses are burning”, they said.

Painters depict essence of NE

New Delhi, June 28 2013 : In their artistic work, ‘Strokes from the East,’ Dilip Oinam from Imphal (Manipur), Sandeep Jigdung from Diphu (Assam) and Dinabandhu from Mayurbhanj (Odisha) have beautifully captured the emotions, nature, way of life in the East and North East India.


The paintings which were of mixed media, oil on canvas and acrylic on canvas, were displayed at the three day painting exhibition at the National Capital.


Taling to Oinam said his works were drawn from his childhood memories of “human relationships,”.


His works depict innocence, love, desires and for someone like Oinam who hails from a place that witnessed poverty and underdevelopment, his works also reflect human wants such as a girl’s desire for a beautiful dress.


For Jigdung, the nostalgic memories of the landscape and nature in his home State in Assam has been reflected in his works on nature.


“I miss home, the wild flowers, the greens,” he said.

While Marndi from Odisha brings out in his art the Santhal’s way of life, of beliefs, celebrations and an idyllic village.

Managing the exhibition, S Priyananda said “The artists were selected on their quality of work by a panel of experts in the field of arts” .


The exhibition that began today will continue till Sunday.

Army salutes

Imphal, June 28 2013 : The mortal remains of Sepoy John Lalumi Vaiphei of 35 Rashtriya Rifles, who made the supreme sacrifice in the line of duty while fighting terrorists in Jammu & Kashmir on June 24 was accorded full military honours on arrival at Imphal airport on June 27 .


The mortal remains was then taken to his native village, Belam Veng in Churachandpur district under military escort and laid to rest today amid befitting military tributes as per traditions of the Indian Army, informed a PIB (DW) release adding that the solemn occasion was attended by relatives, friends, military and civil dignitaries.


A dedicated and committed soldier, Sepoy John Lalumi Vaiphei was recruited into The 1st Battalion, Assam Regiment in 2008 and was later deputed to 35 Rastriya Rifles where he made the supreme sacrifice for the Nation.


He is survived by his wife Chingzozam.


This martyrdom and supreme sacrifice made by the brave soldier will serve an inspiration to youths of the entire region to serve their motherland with honour, affirmed the release.

Allaying concerns expressed by ruling party MLA RK Anand that some border areas of Manipur along the Indo-Myanmar boundary might be lost, the CM said inspite of apprehension in the minds of the general public the Government has been and will remain committed to safeguarding the territorial boundary of Manipur.


Consequent to the vigorous pursuit of the Look East Policy, the Governments of India and Myanmar have made significant improvement in various aspects in recent times, noted the CM in his reply to the MLA’s call attention motion.


Conceding that certain un-demarcated areas existing along the Indo-Myanmar border is a sensitive issue that needs to be tactfully settled, Ibobi said Central authorities are being constantly urged to find an early settlement to the boundary disputes.


With the passage of time, some border pillars demarcating Manipur’s boundary on the Indo-Myanmar border need to be resurrected, said the CM who listed the missing landmarks as Pillar Nos.66, 76, 78, 89, 90, 91, 92, 93 and 94 .

Nine of the missing pillars fall within the 10-km stretch of Indo-Myanmar boundary where border fencing is being proposed, he explained while pointing out that issues related to boundary fencing had figured prominently during meetings of Indian and Myanmarese officials for a joint boundary survey.


maintaining that the boundary fencing would pose no harm to a temple belonging to the Tamil community of Moreh, the CM also said consultation is on with Myanmar authorities as some portion of the temple’s fencing areas fall under the proposed border fencing work.


Disclosing to the members that Integrated Check Post development works at Moreh had to stop as Myanmar authorities suggested that construction activities resume after boundary survey, Ibobi said inspite of some boundary dispute impeding the 45-acre size integrated check post project construction of the main building will continue as the facility is vital for smooth transportation of goods in bulk.


On the proposal of Assam Rifles authorities to establish/construct a gate for monitoring movement of goods and people, the Central Government suggested delaying the project as the area is yet to be settled, he said adding that the Centre is focused on settling all border disputes with Myanmar in an amicable manner.


Earlier, RK Anand voiced concern that like Manipur having to cede the fertile Kabow Valley to the neighbouring country similar fate befalling on Moreh Town cannot be ruled out.


Questioning who are the guardians of Manipur’s boundaries, the Naoriya Pakhanglakpa AC legislator also sought information about activities of the two Cabinet sub-committees specifically constituted to monitor issues concerning boundaries of Manipur.


Suggesting that Government of Manipur take a firm stand on boundary issues rather than cowing to pressure from Myanmar, he also proposed that firm and effective measures be initiated by the Government to protect Manipur’s territorial integrity on the Myanmar side.
