Policemedia seminar Better cooperation mooted to serve public interest

Imphal, July 28 2013: A one-day police-media seminar cum workshop was held today at 1st MR banquet hall under the joint aegis of Manipur Police Department and AMWJU.

The inaugural session of the function was graced by Chief Minister O Ibobi as chief guest, Law Minister Th Debendra as president and AMWJU president Wangkhemcha Shyamjai as guest of honour.

Giving the key-note address of the seminar, IGP (L&O-I) L Kailun highlighted the need for mutual trust and smooth coordination between police and media.

Police control crime and media reports crime.

If the two can work together, fuller and better information can be disseminated to the public, Kailun said.

Chief Minister O Ibobi slammed the culture of burning down houses and vandalising household properties in the name of mob justice.

Crime against women has been rising sharply in Manipur and this disturbing trend affects the society as a whole.

He also hailed the initiative of organising such a seminar where police and media can jointly discuss some major issues like mob justice, crime against women, smuggling of psychotropic substances etc.

Th Debendra underscored the importance of stepping up police training and increasing the number of police stations in order to enable police work more efficiently.

People who commit crimes in Manipuri society are not the common man.

For this very reason, police need to work with greater seriousness.

AMWJU president Wangkhemcha Shyamjai said that people working in media still constitute the most deprived lot although every acknowledge the huge responsibility of media.

Majority of the media persons get a trifling Rs 2500 as their monthly salary.

It is worth analysing how media persons can work with greater responsibility given the peanuts they get as monthly salary.

Saying that a retired media person get Rs 2000 as monthly pension and his wife gets Rs 1000 if the retired media person expires, Shyamjai appealed to the State Government to raise the pension amount of retired media persons to Rs 5000 per month.

Manipur stares at territory loss, Delhi looks on

Source:

Imphal, July 28 2013: Even as a diplomatic war is going on between India and China after Chinese troops reportedly intruded into Indian territory in Ladakh region of Jammu and Kashmir, the Government of India is totally silent so far on the issue of border fencing along Manipur sector of Indo-Myanmar border which is leaving out large tracts of Manipur’s territory on Myanmar side.

With the twin objective of checking drug smuggling and cross-border movement of insurgents, border fencing work between border pillar numbers 79 and 81 covering a distance of 10 Kms along Indo-Myanmar border near Moreh was taken up by the Department of Border Management, Ministry of Home Affairs, Government of India since 10 years back.

Incidentally, Manipur and Myanmar share a 398 Km long international border.

As the Government of India took up the border fencing work, Myanmar lodged a protest about the location of zero point.

Subsequently, the Government of India decided to construct border fence 10 Kms inside the Indian territory from the international border line.

To the left of the border fence which has come up is the territory of Manipur
To the left of the border fence which has come up is the territory of Manipur

Following reports about Manipur losing large tracts of its territory on account of border fencing, a joint team of ICHAM, KSO Moreh Block, Rural People Development Federation, Eastern Maring Organisation, HTC and media persons conducted a spot assessment for two days.

The border fence which is being constructed from border pillar number 79 near Moreh Gate No II, Muslim Basti would cut apart Govajang village right in the middle.

Two-third of the village and 11 houses would be put across the border fence, said village chief Thangkhopao Kipgen.

One Lethang Kipgen conveyed about Assam Rifles personnel saying that villagers who reside across the border fence would be treated at Myanmar nationals.

“But we are Indians”, Lethang said.

The villagers maintained that the border fence is being constructed 50 to 100 metres away from the traditional or natural boundary which means a big territorial loss to Manipur.

The border fencing work would affect many outlying villages like Govajang, Santang, L Gamnum, Lam-long Khunou, Wakshu, Rilram Centre, Kharou Khu-llen, Leibi, Chaktong, Maringthel, L Molphei, N Nungkam and Kwatha Khunou.

In addition, many people would be displaced from their native villages.

Most of these villages do not have direct road connection to Moreh.

The villagers come to the Moreh town and go back after crossing Myanmar territory.

Once the border fencing work is completed, these villages would be cut off from Moreh town permanently but the villagers were never given prior information about the border fencing work, said former president of the Rural People Development Federation Th Thomsing.

Saying that they have been paying hill taxes for the past many decades, Thomsing asked if they are not Indians.

The villagers said that Myanmarese army entered their villages very often.

KSO Moreh Block president H Thengkhongam Mate villagers who share close filial relationship would be separated for good once the border fencing work is completed.

The border fence would stop the villagers from Indian side to visit their own folks living on the Myanmar side.

ICHAM spokesperson Brojendro Ningomba demanded that the border fencing work should be reviewed.

All the organisations which took part in the spot assessment maintained that would launch protest movements if the Government fails to review its decision of putting up border fence at Moreh.

Although 31 battalions of Assam Rifles are deployed for guarding international borders of Arunachal Pradesh, Nagaland, Manipur and Mizoram and when Myanmarese army intrude into the Indian territory, they only remain mum.

Whenever Myanmar protested against any Indian activity at the international border, the Government of India always backtracked on the ground that Myanmar is a friendly neighbour.

BJP hints at early Lok Sabha polls

Source:

Imphal, July 27 2013 : NDA Chairman and former Deputy Prime Minister LK Advani has stated that the 14th Lok Sabha election is likely to be held ahead of the scheduled time.

Advani was speaking at a two-day national executive meeting of BJP Scheduled Caste Morcha which was opened today BJP headquarters, New Delhi.

Among others, the meeting was attended by former BJP president Bangaru Lax-man, spokesperson Dr Vijay Shanker Shastri, Scheduled Caste Morcha president Dr Sanjay Paswant and general secretary (organisation) Ram Lal.

BJP Manipur State unit was represented by general secretary (administration) Ashinikumar who is also in charge of the party’s Scheduled Caste welfare and elec- tion cell convenor Kh Raghu-mani.

Addressing the gathering for almost 70 minutes, LK Advani exuded that BJP would certainly come out victorious in the five states which are scheduled to go to the polls in October this year.

He went on to claim that a BJP led Government would return to power at the Centre after the 14th Lok Sabha election.

Once BJP comes back to power, the Government would take up necessary mea-sures and policies for socio-economic upliftment of Scheduled Castes, Scheduled Tribes and minorities.

India being a country where poor and underprivileged people constitute vast majority of the population, Scheduled Caste Morcha is a very important organ for BJP, Advani stated.

He also expressed his belief that the Scheduled Caste Morcha would take important roles in organising the party.

For the first time in the history of Indian democracy, the Congress led UPA Government has turned India into a country of scams and corruption, Advani asserted.

BJP is a party which sees no difference between different religions, castes or creeds.

It is a party which is really concerned for underprivileged people.

Dismissing Congress’ propaganda of BJP being communal, the former Deputy Prime Minister called upon the Scheduled Caste Morcha to work with a sense of sacrifice under the party’s ideology in order to bring about a revolution in the country.

Source:

Imphal, July 27 2013 : In comme-moration of the day when the words ‘without territorial limits’ was deleted from the cease fire agreement signed between the Government of India and NSCN-IM on July 27, 2001, the Integrity Protection Day was observed today at Lamyanba Shanglen, Palace Compound under the aegis of ACOAM-Lup Kangleipak.

The three words were deleted from the cease fire after a strong and sustained mass movement in which 18 people lost their lives in police firing.

The commemorative function was opened by observing two minutes’ silence in me-mory of the 18 martyrs.

The function was graced by ACOAM-Lup president Kshetrimayum Somorendro, ACOAM-Lup advisor H Kulla, former MACS project director Dr Khomdon Lisam, Editors’ Forum Manipur pre-sident P Ibochouba and Kanglamei president Y Lei-rikleima as presidium members.

The Government has been deliberately refusing to recognise Irom Sharmila’s 12 year old campaign against the infamous Armed Forces Special Powers Act.

Saying that the Government never acts in conformity to the collective wish and aspirations of the mass, Somo- rendro highlighted the importance of unity among the people.

P Ibochouba said that the 18 people would not have lost their lives had the Government of India not committed the blunder of inserting the words ‘without territorial limits’ in the cease fire agreement it signed with NSCN-IM.

It was a tragic act committed by the then BJP led Government and it is condemned even today.

Dr Khomdon Lisam said that people need to first identify the core issues of Mani- pur and work collectively on it.

He lamented that people do not have the will to boycott Ministers, MLAs, Assam Rifles and Army in spite of rampant human rights violation and negligence of people’s primary concerns.

“It is our bounden duty to protect the territorial integrity of Manipur but what is crucial is integrity among the people living within the territory of Manipur”, H Kulla asserted.

If there is no integrity among the people, there is no point to protect territorial boundaries.

Poirei Leimarol Apunba Meira Paibi Manipur president Memchoubi stated that safeguarding territorial integrity of Manipur is the foremost responsibility of both the hill people and plain people of Manipur.

UCM president Y Nabachandra, IPSA advisor Ibotombi Khuman and other leaders of civil society organisations too spoke at the function.

Ulama threatens stir against Imam’s detention, AMPWA appeals for calm

Source:

Imphal, July 26 2013 : While Jamiat-i-Ulama Manipur has strongly criticised continuous detention of Imam Hafeez Abdul Kalam and threatened to launch agitation if the individual is not released without any condition, All Manipur Muslims (Meitei Pangal) Welfare Association (AMPWA) appealing to all concerned to exercise maximum restraint questioned intention of the State Government to acquire homestead lands inhabited by various ethnic groups for setting up a bank.

Demanding immediate release of Imam Hafeez Abdul Kalam of Mayang Imphal Bengoon, Jamiat Ulama-i-Manipur said it would be constrained to launch intense agitation if the Governent does not honour its humble plea.

speaking to mediapersons at Manipur Press Club today, Ulama Imphal West president Maulana Abdul Gaffar contended that Imam Hafeez s/o Abdul Rahman was rounded up on July 22 by a police team while the Muslim cleric was attending a religious event related to the ongoing Ramdhan (fast) observance.

Noting that on the day the Imam was arrested there was an altercation between the police and residents of Mantripukhri as the latter opposed land demarcation activities, Gaffar said Imam Hafeez was conducting the religious event organised by Madrassa Darul Uloom, Haoreibi when some policemen dragged him out of the Mantri-pukhri mosque.

Asserting that Imam Hafeez was not involved in the police-public skirmish as he was deeply engrossed in reading the holy Quran to the gathering, the Ulama president further informed that Imam Hafeez was specifically invited for second Ramdhan observance.

Alleging that State police have already earned the undesired reputation of framing charges after arrest of innocent persons, he reiterated that various forms of agitation would be launched in case the Imam is not released with immediate effect.

Representatives of Mayang Imphal Muslim Welfare Association, Manipur Muslim Welfare Organisation and All Manipur Muslim Students’ Organisation were also present at the media briefing.

Meanwhile, in his appeal to the people of Manipur by quoting Mahatma Gandhi’s “A Civilization is judged by the way it treats its Minorities”, AMPWA president Alhaj Md Akhtar Hussain highlighted that the State Government’s policy for acquisition of homestead lands at Mantripukhri is inhabited by ethnic groups mostly belonging to the economically backward minority communities such as Muslims, Bengalese, Nepalese, Biharis and Christians.

strongly condemning the act of setting a Police Gypsy ablaze on July 22 by the protestors, he also strongly condemned the raid conducted by the police team in and around the Masjid and pulling away Masjid properties without informing authority concerned.

Describing Chief Minister of Manipur as a man of action as well as father figure and conveying that one should never quarrel or make a father figure angry, Akhtar Hussain also suggested calmness even under duress as the CM is also an individual always committed to the development of the Minorities.

The Government always intends to develop minorities by allowing them to settle in and around the developmental area of the capital city, he observed adding that surveying and measuring land does not mean that the land shall be acquired and the inhabitants would be evicted and rendered homeless.

The Government needs to put up some possibilities from where it can select the most appropriate one.

The Chief Minister clearly understands which one is the suitable place for development of the RBI Branch.

The Government is of the Minorities and for the Minorities and it clearly understands that setting up an RBI Branch office in Manipur is welcomed by the people but rendering hundreds of backward minority people homeless for setting up an RBI office is not the symptom of kindness expected by the minorities from the majority community in the State, elaborated an AMPWA statement issued by the president.

Drawing attention of the Chief Minister to review the proposed acquisition of homestead lands at Mantripukhri in the interest of the minorities in particular and the people of Manipur in general who had been flourished together in the soil from time immemorial, the AMPWA President expressed that it is very much surprised and confused why the Government of Manipur is targeting this particular residential colony of the minorities only instead of utilizing many Government khash-lands which are available at Lamphelpat, Yaralpat, slopelands of Nongmaiching hills, hillocks/ranges which are lying useless extending from Mantripukhri to Iroisemba passing through the heart of Imphal City.

When important Government establishments could be set up and efficiently function on or along hill ranges in such hilly States like Nagaland, Meghalaya, Darjeeling (Gorkhaland), etc, the Government of Manipur focused on development activities at populated areas lack justification, the president opined.

If the eviction drive at Mantripukhri persist all non-aborigines like Biharis, Nepalese and Bengalese shall be rendered homeless because they had been settling down in Manipur for more than two hundred years and they have no other places in the country to land their feet, highlighted the AMPWA statement.

Looking after the minorities with proper safeguard and protection is a symbol of development, peaceful co-existence, a message of prosperity in the Nation.

Mahatma Gandhi devoted two-thirds of his life-span for the development of the backward communities in India.

Why should we deviate from his line of action as a citizen of India?, posed the president.

On the otherhand, a meeting convened today by Jamiat Ulama-i-Manipur at Babupara has strongly condemned land acquisition intention of the State Government to set up the RBI branch at Mantripukhri.

Urging the State Government to review its land acquisition process/decision, a Jamiat release issued by its president Moulana Sayeed Ahmed said the meeting resolved to submit a memorandum to the CM, who is also the Minister in-charge of Minorities, to select suitable site(s) at another location.

TDC questions Govt’s deafening silence

Source:

Imphal, July 26 2013 : The Transporters’ and Drivers’ Council (TDC) has questioned the inability of the State Government to provide fuel to the public in adequate quantity after a section of Imphal-Dimapur highway sank near Heritage village, Kohima and cut off the highway.

It also question ed the silence/inaction of the relevant Minister even as people have been facing acute shortage of fuel .

Speaking to media persons at their office today, TDC president H Ranjit said that IOC has been playing a game of oil shortage with the people of Manipur every now and then.

Now the people are facing a similar situation after a section of Imphal-Dimapur highway sank near Kohima forcing oil tankers to suspend their operation for the past 10 days or so.

Alleging that IOC is also involved in black marketing fuel, Ranjit asserted that IOC has been taking the people of Manipur for a ride very often by forcing the people to buy a litre of petrol at Rs 120/130 while the oil pumps remain shut for days.

Questioning the failure of of the Government and the Minister concerned to ask why IOC is monopolising fuel, Ranjit asked whether the Government should go by the dictates of IOC.

Claiming that there is no problem in transporting fuel along Imphal-Jiribam highway, Ranjit appealed to the Government to issue permits for transporting fuel oils to 50 oil tankers of Manipur Truck Owners’ Welfare organisation which is one of the constituent bodies of the TDC.

If the necessary permits are issued, the Manipur Truck Owners’ Welfare Association would find new and mechanically fit oil tankers for shipping fuel to Manipur along Imphal-Jiribam highway.

He went on to claim that people would not face shortage of fuel when TDC is there provided the Government makes necessary arrangement.

Ranjit also sought immediate attention of the Chief Minister to their proposal.

IOC has been playing with the people of Manipur for too long.

It’s time to destroy their monopoly over fuel oils.

Even if the Government remains silent, TDC would not remain mute in the interest of people.

He also reiterated that TDC still stands firm by its decision not to take Imphal-Dimapur highway.

In case of death or casualty to transporters/drivers operating on Imphal-Dimapur highway, truck owners should pay compensation of Rs five lakhs without fail, Ranjit asserted.

While the Government is unable to provide continuous supply of fuel oils, it is responding to the TDC proposal to issue permits for shipping fuel oils.

Unlike fuel oils, there is no shortage of trucks because FCI trucks are included in every convoy vehicles travelling along Imphal-Jiribam highway with escorts.

TDC would be constrained to stop transporting FCI rice from Jiribam godown if IOC continues to politicise petrol and diesel.

Reacting to PWD Additional Chief Engineer Temba’s statement that Imphal-Jiribam highway was repaired by TDC with Rs 10 crores provided by the Government, Ranjit asserted that the concerned Minister ought to instruct his officials not to utter irrelevant and absurd statements in public.

It was TDC which brought stones and repaired the highway in October 2010 without any help from any quarter.

The Additional CE should clarify whom he meant when he said ‘transporters’ .

Claiming that there is no sign of the State Government repairing the highway, Ranjit said that TDC would pay Rs 20 crores by adding another Rs 10 crores to the amount which the Government said it spent in repairing Imphal-Jiribam highway in case the Government can give any evidence of repairing the highway.
