Sensex begins new fiscal year on positive note, gains 35 points

Commencing the new fiscal 2015-16 on a positive note, the benchmark BSE Sensex gained over 35 points in early trade today on selective buying by funds and retail investors despite weak economic data.


The growth in eight core industries slowed down to 1.4% in February due to output decline in five sectors including crude oil and natural gas.


The 30-share index, which had lost 18.37 points in yesterday’s trade, rose by 35.47 points, or 0.12%, to trade at 27,992.96, with gains in stocks of healthcare, capital goods, FMCG, power, auto and Oil & gas sectors.


The broad-based National Stock Exchange index Nifty, however, was trading flat at 8,490.85 in early trade today.


Brokers said participants preferred to adopt a cautious approach on the first trading session of fiscal 2015-16 ahead of long weekend and kept their commitments restricted in early trade.


Markets will remain closed on Thursday and Friday this week on account of “Mahavir Jayanti” and “Good Friday” respectively.


In the Asian region, Hong Kong Hang Seng index gained 0.51%, while Japan’s Nikkei fell by 0.89% in early trade today.


The US Dow Jones Industrial Average ended 1.11% lower in yesterday’s trade.

Oil prices fell in Asia today after Russia and Iran’s foreign ministers claimed a breakthrough in talks over Tehran’s controversial nuclear programme that could ease sanctions on the crude producer.


US benchmark West Texas Intermediate (WTI) for May delivery eased 27 cents to USD 47.33 while Brent crude for May fell 11 cents to USD 55.00 in late-morning trade.


“The nuclear talks with Iran extended over the deadline. However, it seems to lean towards an agreement,” said Daniel Ang, investment analyst with Phillip Futures in Singapore.


“Iran produces a high volume of crude and if the sanctions are eventually lifted, this will push both the WTI and Brent downwards for a prolonged period,” he said.


Russia’s Sergei Lavrov and Iran’s Mohammad Javad Zarif said today that they and foreign ministers of five other major powers would work through the night to agree the main outline of what they hope will be an historic accord.


The United States, China, Britain, Russia, France and Germany hope a full agreement, due to be finalised by June 30, will see Iran scale back its nuclear capability to prevent Tehran developing nuclear weapons under the guise of its civilian programme.


In return, diplomatically isolated Tehran, which denies wanting atomic weapons, is demanding the lifting of sanctions that have strangled its economy.


A deadline of midnight Tuesday was scrapped after the US insisted enough progress had been made to warrant extending the marathon talks.


With the world’s fourth-biggest oil and second-biggest gas reserves, the energy industry is the cornerstone of Iran’s economy, but it has been hit hard by the American and European embargo imposed since 2012.

Why India’s infrastructure sector continues to slow down?

It seems that the efforts taken by Narendra Modi-led NDA government to revive India’s manufacturing sector is still far from showing results. The growth in India’s core sectors were recorded at 1.4% in February, or lowest in 16 months.


Clearly, government’s efforts to boost domestic manufacturing hasn’t find many takers yet and the Make In India campaign hasn’t made sufficient inroads.


As per the data made available by the Ministry of Commerce and Industry, the eight core sectors (coal, crude oil, natural gas, refinery products, fertilisers, steel, cement and electricity) that comprise of 38% of the Index of Industrial Production (IIP), growth in these core sectors have been falling since December (2.4%), January (1.8%).


Industry experts are naturally disappointed with the numbers but see a silver lining in the recently concluded coal mine auctions. The growth in coal sector was recorded at 11.6% as against 1.7% in January 2015 and a mere 0.9% in February 2014.


Ratings agency ICRA said, “”The slide in core sector growth for the second month in a row…is disappointing. Lead indicators for IIP growth for February 2015 remain bleak.”


The numbers are surely to reflect on Raghuram Rajan’s mind as Reserve Bank of India (RBI) readies its monetary policy to be announced next week.


India Inc will once again take shield against these core sector growth numbers to ask for a rate cut.


However, RBI is unlikely to provide any relief to the banks in terms of repo rate cut.

In a lively game under snowy conditions at the start, Argentina managed to get another win in their round of tuneups in the United States ahead of the Copa America in June.


And Argentina did it without having to use their star Lionel Messi, who watched from the stands at the Meadowlands. He also sat on the bench in the 2-0 victory against El Salvador in Landover, Maryland.


The Barcelona star took a knock in the Spanish league ‘clasico’ against Real Madrid, just prior to the international matches and missed several training sessions this week with the national team.


Argentina opened the scoring in the eighth minute when Aguero nodded a header on a corner from Angel Di Maria from the left.


Miller Bolanos equalized for Ecuador in the 24th minute, finishing off a pass from Walter Ayovi from the left wing.


Pastore sealed the win in the 58th minute after a pass from Lucas Biglia.

Netherlands revived bitter Spanish memories from last year’s World Cup finals when they beat a second-string La Roja 2-0 in a friendly on Tuesday to become the first team to inflict two defeats on coach Vicente del Bosque.


Rather than reliving their World Cup final triumph against the Dutch from 2010, Spain were overrun in the opening 20 minutes at the Amsterdam Arena, falling behind to goals from Stefan de Vrij in the 13th minute and Davy Klaassen three minutes later.


The superiority of the home side recalled their 5-1 thrashing of the Spanish in the group stage in Brazil last year, a defeat which signalled the end of Spain’s glittering six-year run when they won the 2008 and 2012 European Championships and the 2010 World Cup.


Del Bosque, who had not lost twice to the same side since taking over in 2008, did field a largely experimental lineup, with Malaga forward Juanmi and Sevilla midfielder Vitolo making their international debuts.


However, he will have been concerned that the presence of the likes of experienced campaigners Cesc Fabregas and Santi Cazorla in his midfield did not prevent Netherlands from running away with the match in the early stages.


“It seems impossible that we didn’t score,” Del Bosque told a news conference.


“The first 20 minutes set us back,” he added. “Later, we managed to control the game, we dominated and created chances but were just missing the goal.”


De Vrij netted the opener from a Wesley Sneijder centre and Klaassen followed up his own saved shot to rifle the rebound past Spain goalkeeper David De Gea. Pedro and Juanmi came close to pulling a goal back before the break and Bruno Martins Indi almost made it 3-0 to Netherlands with a free header in the 54th minute.


Vitolo, who replaced Pedro at halftime, fluffed his shot when well placed in the 68th minute and Spain had the better of the final stages but failed to breach the home defence.


After reverses to France in September and Germany in November, it was the first time Spain have lost three friendlies in a row since 2001. Spain and Netherlands have both stuttered in qualifying for Euro 2016, the Dutch in particular struggling at the halfway stage in Group A.

Maharashtra Government on Tuesday said a complete loan waiver for farmers is not possible but it is looking at the possibility of restructuring cooperative crop loans to provide relief to distressed agriculturalists, who are facing losses due to natural calamities.


“From February 28 to March 3, about 7.90 lakh hectares of farmland had been affected due to drought and hailstorm in 30 districts. Of this, crops on 2.53 lakh hectares had been affected more than 50%. “It is not possible to give a complete loan waiver to farmers but we are looking at restructuring cooperative crop loans,” Revenue Minister Eknath Khadse informed the Legislative Council.


He was replying to a discussion on the plight of farmers due to drought situation in some regions and hailstorm in other places. Khadse claimed distribution of financial package, announced for farmers who suffered losses earlier due to calamities, is almost complete.


“The Government had promised Rs 4,803-crore package of which Rs 3,345 crore has been distributed. The remaining fund is pending due to technical reasons like beneficiaries not having bank accounts, but I have instructed the Collectors to quickly resolve the matter.” He said four insurance companies have shown interest in providing cover to crop loans but they have objected to inserting the ‘suicide’ clause.

Mobile call and service rates can go up by 12-15% to make up for the Rs 1,09,874.91 spectrum price telecom operators need to pay to government, industry body COAI said.


The Cellular Operators Association of India (COAI), which represents all telecom companies that won spectrum in recent auction, contested the analysis shared by Telecom Minister Ravi Shankar Prasad and seconded by


Telecom Secretary Rakesh Garg that there will an impact of only 1.3 paise per minute on call rates.


“While the industry would be happy to review this calculation by the DoT, the industry’s analysis of the financial implications of the auction indicates an increase of more than 12-15% on the present tariffs, to make up for the cash outflows of the operators,” COAI said in a statement.


It said that the analysis shared by DoT does not seem to have factored in inflation, which is inevitable over a long period of 20 years.


“It is confusing for the industry, that after taking all the factors such as inflation, high spectrum costs, high cost for equipment and substantial regulatory costs, combined with low returns, how a hike of 1.30 paise per minute in tariffs would address the industry’s financial woes,” COAI said.


In the auction, Idea has bought spectrum for Rs 30,306.98 crore, Airtel at Rs 29,130.20 crore, Vodafone at Rs 29,959.74 crore, Reliance Jio Infocomm at Rs 10,077.53 crore, Reliance Communication at Rs 4,299.13 crore, Tata Teleservices at Rs 7,851.33 crore and Aircel at Rs 2,250 crore.

The Reserve Bank today said slowdown in loan pick-up by corporates continued to compress credit growth, with non-food lending expansion falling below the double-digit mark to 9.4% in February.


“On year-on-year basis, non-food bank credit rose just 9.4% in February against increase of 14.7% in February last year,” the RBI said in data for sectoral deployment of credit, released.


Credit growth to industry more than halved to 6 per cent from 13.2% last February, it said.


The slowdown in credit growth was observed across all sectors barring beverages and tobacco and construction.


The credit growth reported by the services sectors was also lower in February at 7% against 17.1% last year, it said, adding the deceleration was observed across all sectors.


The credit to agriculture and allied activities increased 16.5%, which was well over 13.1% observed in February last year.


The banking system’s lending to the non-bank lenders grew 7.1% in February, lower than 14.7% last year.


Personal loans, considered as a riskier asset due to the absence of collaterals in many cases, seemed to be the only segment where credit growth is holding up to last year’s expansion, with a 16% growth in February against 16.5% in the year-ago period.


The central bank said the data have been procured from 47 commercial banks and captures 95 per cent of the total non-food credit deployed.

The government is believed to have met the fiscal deficit target of 4.1 per cent of GDP for 2014-15, helped by last minute payment of Rs 10,808 crore by telecom companies for spectrum and tax receipts in March


Official sources said that telecom companies paid Rs 10,808 crore today, the last day of the financial year.


Meanwhile, the official figures for April-February period of the current fiscal released by the the Controller General of Accounts (CGA) said the fiscal deficit (gap between expenditure and revenue) was Rs 6.02 lakh crore, nearly 90,000 crore over the target of Rs 5.12 lakh crore.


The tax and other receipts in March, which will be released by the CAG later, have also contributed to meet the target for 2014-15, sources added.


Finance Minister Arun Jaitley was keen to meet the fiscal deficit target, set by his predecessor P Chidambaram.


Jaitley had said “I will meet the challenging target of 4.1% of GDP which we have inherited.”


He had also proposed to bring down fiscal deficit to 3.9% of GDP in 2015-16, 3.5% in 2016-17 and 3% by 2017-18.


Although telecom companies have time till April 8 to pay Rs 28,872 crore of the spectrum winning bid, they made part payment today, sources said.


Earlier, Telecom Minister Ravi Shankar Prasad had appealed to the telecom firms to make payment within 2014-15. The telecom companies which won the bid had to pay Rs 28,872 crore as upfront payment.

Symbolic, strategic city


For Iraqis, securing Tikrit would be a major symbolic win against the Islamic State and would open the door — and secure supply routes — for Iraqi forces to take the fight to other cities under terrorist control, said Judith Yaphe, visiting professor at the Elliott School of International Affairs at George Washington University.


“If the government doesn’t take this one, they’re not going to get much farther,” she said. “They can’t just go to Mosul and bypass Tikrit.”


Iraqi forces Tuesday battled Islamic State militants holed up in downtown Tikrit, going house to house and street to street in search of snipers and booby traps as fighting raged into the afternoon. Estimates differed widely on how much Iraqi forces held in this strategic city on the banks of the Tigris River.


Army Lt. Gen. Talib Shaghati said at least 75 percent of Tikrit had been recaptured. Ammar Hikmat, deputy governor of Salahuddin province, said more than 40 percent was under Iraqi control.


“Our security forces are now pushing forward toward the presidential complex and have already entered parts of it,” Mr. Hikmat said. “I think the whole city will be retaken within the coming 24 hours.”


An Associated Press reporter embedded with Iraqi Security Forces saw soldiers surround the iconic presidential palace, and they also surrounded the provincial government headquarters.


Soldiers detonated bombs remotely while federal police went house to house to arrest militants and identify booby traps that may slow the offensive.

“That, of course, includes working together to open markets and encourage more economic growth through free trade,” Mr. Boehner said in a statement.


His office didn’t respond to requests for comment as to why Hirohito’s birthday was chosen for Mr. Abe to speak.


A spokesman for the Japanese Embassy said he could not comment on why the date was chosen, but he told The Washington Times that Mr. Abe’s visit will be an occasion to appreciate the fact that over the 70 years since the war, the U.S. and Japan have reconciled and worked together as allies that share the basic values of human rights, democracy and the rule of law, and to recognize that the two countries will continue to work together to realize international peace, stability and prosperity.

Thoubal, March 31 2015 : Protesting the transfer of the Headmaster of Eureka High School, Khongjom Sapam, the students today blocked National Highway 102 along Khongjom Bazar and has called a 24 hour general strike with effect from midnight today.


Students of Eureka High School have been boycotting classes from March 13 demanding the cancellation of the transfer order of the school headmaster.


Continuing the protest, the students along with locals of Khongjom area today marched towards Khongjom Bazar and disrupted normal vehicular movement along National Highway 102 .

Thoubal police team clashed with the infuriated mob and several rounds of tear gas shells, blank gunshots were fired by the police team.


Protesters retaliated by pelting stones on the police team.


Four students sustained injury during the clash and were treated in Khongjom Community Health Centre.


The situation was brought under control after Thoubal police SDPO Shankardev and Yairipok SDPO Hemanta intervened and interacted with the protesters.


Eureka High School Union general secretary said that several appeals were put forward to the Education Minister regarding the matter and authority concerned.


However, it failed to yield positive results.


Condemning the negligence of the Education Minister and other authorities concerned, the general secretary decided to impose a 24 hour bandh along the NH-102 .

So how to do this now, in the current conflict? For starters we should acknowledge that we are discussing one of the worlds great monotheisms and that Islam, Christianity and Judaism all trace their roots to the same deserts, that we are all people of the Book and that we are all children of Abraham. And the humility that should create needs to be reinforced by a realization that as a largely Judaeo-Christian culture, we need our views to be informed by scholarship, often Islamic scholarship.


But none of that means that Islam is irrelevant to our security debate or that we are incompetent or that it is somehow illegitimate for us to discuss it at all. This great monotheism is now sadly consumed by violent internal and external struggles that routinely affect our own security. There are at least three wars going on and the common thread across all three is Islam.


The first is an intra-Sunni battle, Sunni based violent extremists against the Sunni states in the region — ISIS against Jordan, ISIS against Egypt, ISIS against Saudi Arabia — with fundamentalists trying to construct an Islamic caliphate at the expense of traditional Muslim states.


The second conflict is Sunni-Shia, the continuation of a succession crisis following the death of the prophet that began in 632. Here we have the so-called Shia Crescent — Iran, much of Iraq, the Alawites in Syria, and Hezbollah in Lebanon — against the Sunni monarchies and states like Egypt. The worst of the current violence we are seeing, like the horrific mosque bombings in Yemen, reflect this struggle. And the recent Saudi intervention there suggests this war will become more dominant and more violent as we go forward.


The third conflict is the broad challenge of reconciling Islam with what we in the West call modernity. We should avoid cultural arrogance here since Christendom went through a similar crisis in the 17th century. At the end of the 30 Years War then, Europe broadly decided to separate the sacred from the secular in its political culture. I know that is an oversimplification, but it is instructive, and it led to a growth in religious tolerance that has characterized the best of Western life since. It remains to be seen whether or not Islam will follow this same arc or if religion will remain the business of the state or — in an extreme form — replace the state.


Much has been made about recent administration comments that what we really have here is a lack of opportunity and that many of these issues could be solved by more jobs and better economic development.


There is actually some truth to that. When at the CIA, I was fond of saying that many jihadis join the movement for the same reasons that young Americans join the Crips and the Bloods: youthful alienation, the need to belong to something greater than self, the search for meaningful identity. But it also matters what gang you join. And this gang, at its senior levels, espouses horrific violence through references to the holy Koran.


So this is a struggle over ideas, and unfortunately it is a struggle over which we have only limited influence. We can try to set the conditions for success, working to empower and protect moderate voices. We also have to look to our own safety by resorting to force to kill or capture those already committed to doing us harm.


But over the long term, the real resolution lies within Islam itself. Here, the recent speech by President Abdel-Fattah el-Sissi of Egypt to the scholars Al-Azhar University, the great seat of Sunni scholarship, is encouraging. The president told the theologians that they have to get their act together and correct and discredit what he views to be gross misinterpretations of Islamic scripture by the jihadis.

Blowing through a self-imposed deadline, negotiators from Iran, the U.S. and five allied powers labored into the night trying to hammer out an outline toward a final deal to curb Iran’s nuclear programs, but Obama administration officials said talks will carry on into Wednesday in the hope that a stalemate can be broken on “several difficult issues.”


State Department spokeswoman Marie Harf told reporters at the talks in Lausanne, Switzerland, that top diplomats from the U.S., Britain, France, China, Russia, Germany and Iran had “made enough progress” to “merit staying until Wednesday,” past the original midnight Tuesday deadline for a deal.


While resistance to a deal has been fierce from Republicans and some Democrats in Washington, the talks have reached a make-or-break point this week after nearly 12 years of stagnation and an exhaustive push by the White House for a breakthrough that could prevent a military confrontation with Iran over its disputed nuclear programs.

Tehran insists its nuclear operations peaceful, but Washington and its allies have for more than a decade accused Iran of running a clandestine program to develop a nuclear bomb. Iran is demanding an end to crippling international economic sanctions as its price for a deal.


Officials on the sidelines of this week’s talks have suggested that all sides are close to producing broadly-worded outline that could allow negotiations to continue toward a June 30 final deadline — but without many of the specifics that some had been hoping for.


With oil prices dropping toward $55 a barrel Tuesday, the global energy market seemed to be bracing to the announcement of a deal that could see a lifting of the U.S.-led embargo on Iranian crude. Such a development could push prices even lower as it would increase supply to the world market.

“[Altmann] and my grandmother were very close friends,” he said of his client, who died in 2011 at 94. “At the time [the case] started, her husband had died, my grandparents had died, so she was sort of the last link” to the Jewish Viennese community all but destroyed upon Nazi Germany’s takeover in 1938 and the subsequent world war.


Prior to the rise of Nazism in Europe, Vienna was viewed by many as the cultural center of the world. In addition to Klimt and Schoenberg, the city was home to composers Richard Strauss and Erich Wolfgang Korngold, stage pioneer Max Reinhardt, and psychiatrist Sigmund Freud and his many acolytes and rivals. Among the talent percolating were Billy Wilder and Otto Preminger, who went on to become great film directors after migrating to America.


“I was very keen on presenting the Bloch-Bauer family as the epitome of that Jewish community that was shattered almost overnight in 1938,” Mr. Curtis said. “I think that community thought of themselves as more Austrian than Jewish, and I think that’s one of the reasons that a lot of them thought, ‘We’ll be fine, because we’re Austrians.’


“And you could argue that once the Jews left, [Vienna] never regained its status as a great city.”


Yet Klimt’s painting of Adele Bloch-Bauer, despite its model’s religion, was prized by a high-ranking German who reappropriated it for himself. When Germany was defeated in 1945, the canvas found its way into the Austrian museum.


“She did have a sort of ambivalence toward Austria that I didn’t see quite as much from my grandmother,” Mr. Schoenberg said of Altmann, who was but 22 when she escaped her homeland. “I remember she said, ‘I could take it or leave it,’ whereas the older ones still felt really tied to it.”


The portrait of her aunt was another matter.


“I was very struck by the way she talked with great pride,” Mr. Curtis said, “that ‘My aunt hangs in the balance.’”

Lufthansa was made aware several years ago that the co-pilot who crashed the Germanwings plane into the French Alps last week had suffered from severe depression, the airline said in a statement Tuesday.


Lufthansa, the parent company of Germanwings, confirmed that Andreas Lubitz had taken a break for several months during his training and when he returned in 2009, he submitted forms about a “previous episode of severe depression,” ABC Newsreported.


Still, Lubitz went on to receive “the medical certificate confirming his fitness to fly” and was hired as a co-pilot for Germanwings, ABC News reported.


Lufthansa said Lubitz, 27, had a “fully valid class 1 medical certificate” at the time of the fatal flight last Tuesday, ABC News reported.


Authorities say Lubitz locked the flight’s captain out of the cockpit and proceeded to crash the plane, killing all 150 on board. French prosecutors said he had been treated for “suicidal tendencies.”

The U.S. will restore military aid to Egypt, delivering F-16s and M1A1 Abrams tank kits that the Obama administration suspended in 2013, following the Egyptian government’s crackdown on Muslim Brotherhood supporters of ousted President Mohammed Morsi.


Administration officials said Tuesday that President Obama has directed the release of 12 F-16s, 20 Harpoon missiles and up to 125 M1A1 tanks — equipment that current Egyptian President Abdel Fattah el-Sisi has requested since the aid was cut off amid allegations that Mr. el-Sisi had run an unlawful coup against the Morsi government.


Mr. Morsi had been Egypt’s first-ever democratically elected leader following the Arab Spring overthrow of longtime dictator Hosni Mubarak in 2011.


In addition to releasing the hard equipment on Tuesday, Obama administration National Security Council spokeswoman Bernadette Meehan said Mr. Obama has decided to restore some $1.3 billion in military aid to Egypt. The aid had been cut by roughly $700 million in August 2013.


“The United States has had a decades-long strategic relationship with Egypt,” Mrs. Meehan said in a statement. “Following the events of August 2013, President Obama ordered a comprehensive review of our security assistance to Egypt. … Now that the process has been completed, the administration will use the flexibility provided by Congress in legislation this fiscal year to provide additional military assistance to Egypt.”


Tuesday’s announcement by the White House came roughly a month after Egyptian fighter jets pounded Islamic State targets in neighboring Libya. It also follows the Egyptian government’s commitment during recent days to militarily support Saudi Arabian forces, who opened a military campaign against Iran-backed rebel’s in Yemen last week.

An Iranian aircraft buzzed a Navy helicopter operating in the Persian Gulf earlier this month, a U.S. military official said Tuesday.


The military official toldCNN that an observation aircraft flew within 50 yards of an armed U.S. Navy helicopter.


“We think this might have been locally ordered,” the official said.

If true, the incident would suggest that some Iranian military units may not be under full control of their commanders.


The official told CNN that the Iranian provocation “might have been buffoonery,” but that there is always a risk for such instances to spiral out of control.


The incident is said to have occurred between an unarmed Iranian observation Y-12 aircraft and a U.S. Navy MH-60R helicopter from the USS Carl Vinson, which was flying in international airspace.


The official told CNN that the Navy took pictures of the encounter but will not release them.

Forty-one people were killed and at least 20,983 villages in 33 districts of Rajasthan have witnessed the worst crop damage in the recent untimely rain and hailstorm, an official ‘Girdwari’ (crop assessment) report said on Monday night.


Girdwari, prepared by district collectors, estimated a crop loss to the tune of Rs 8,57,474 in the state, according to an official of the Rajasthan Calamity and Relief Ministry. Along with the death of 41 people, 98 milking animal, and 2,089 small herds of sheep/goat also died, the report said.


Earlier, in the state assembly, Calamity and Relief Minister G C Kataria said a memorandum on crop loss due to rain and hailstorm based on ‘Girdwari’ would be sent to the Centre for seeking financial assistance and relief for farmers who have faced damage of 50 or more rabi crops.


The report was finalised yesterday and based on it the memorandum would be sent by an envoy after signature of Chief Minister Tuesday night. Girdwari was done in 45,592 villages in 33 districts, and of which 7,759 villages recorded crop loss of 50% or above, while 13,224 villages witnessed 25 to 50% crop damage.


Forty-one people (including farmers) were killed in rain-hailstorm related mishaps, the report said. Altogether 2,089 sheep/goat and 98 milking animals also died in the calamity. Meanwhile, Cooperative Minister Ajay Singh announced in the House that recovery of short term crop (Kharif season) loans is deferred upto June 30. Farmers were to pay the interest on their crop loans which they availed in 2014 by March 31, he said.

The Gujarat Assembly’s budget session ended in Ahmedabad on Tuesday but findings of the ‘2002 riot probe panel’ were not tabled though it was submitted four months ago. The 2002 riots, in which more than 1,000 people were killed, was probed for around 14 years by a retired Supreme court judge G T Nanavati and accordingly the final report was submitted to Gujarat Chief Minister Anandiben Patel in November 2014.


Generally, such inquiry panel reports are presented in the assembly session once they are submitted to the government. Repeated calls made by PTI to Gujarat government spokesperson and minister Nitin Patel to comment on the issue evoked no response.



“This commission was formed to hide the negligence of the Gujarat state government at the time of riots which took lives of more than 1,000 people. They did not place it before assembly today as a part of their delay tactics so that the issue will become a non-issue, thus saving themselves from political anger,” Gujarat Pradesh Congress Committee spokesperson Manish Doshi said.



“Forming fact-finding commissions was nothing but a face-saving exercise of the Gujarat government. Whether it was the Nanavati probe panel to find out the truth of the 2002 riots or the Justice Sugnya Bhatt commission to probe the alleged snooping case, there were all nothing but eye wash,” Doshi said.


In 2008, the Nanavati inquiry panel had submitted one part of its finding with regard to the Godhra train burning incident, in which it had concluded that the burning of S-6 coach of Sabarmati Express near Godhra railway station was a “planned conspiracy”.

The Madras High Court today ordered notice to Medical Council of India for not following its earlier direction to consider increasing the number of seats for MBBS and BDS courses under the quota of ex-servicemen’s children.


Petitioner M Arjunan submitted that the health and family department had reserved two seats under this category in the academic year 1984-85 when there were nine medical colleges in the state with 1500 seats. This has now mushroomed to 19 government colleges and 13 private colleges with 2,172 and 993 seats respectively.


The number of reserved seats, however, remained at just two. In 29 districts of the state, there were 1,73,854 ex- servicemen. As the number of reserved seats was not enough for such a large number, at least 5% reservation had to be provided under the quota for MBBS and BDS courses, he said.


The High Court had on September 10, 2014, asked the state government to examine the issue, taking into consideration the enhanced number of seats since 1984-85.


Despite the verdict, the health and family department, the Directorate of Medical Education and MCI failed to take action. As it amounted to “wilful disobedience and contempt of court order, he had filed the contempt petition, Arjunan said.


When the matter came up for hearing before the first bench of Chief Justice Sanjay Kishan Kaul and Justice MM Sundresh, the petitioner’s counsel said there was a provision of 10% reservation under the quota in Karnataka.


The government pleader sought time to file a reply.

New Delhi: The Aam Aadmi Party on Tuesday night sacked dissident leader Yogendra Yadav as chief spokesperson of the party and also removed rebel leaders Prashant Bhushan, Anand Kumar as spokespersons while announcing a new 20-member panel packed with Arvind Kejriwal loyalists to interact with the media.


Atishi Marlena, who was one of the prominent spokespersons of the party during the election campaign, was also dropped.


The removal of Yadav, Bhushan and Kumar came four days after they were expelled as National Executive members during the party’s National Council meeting after being accused of indulging in anti-party activities.

The other members of the panel are MLAs Saurabh Bharadwaj, Adarsh Shastri, Kapil Mishra and Alka Lamba and MP Bhagwant Mann in the panel.


Senior advocate HS Phoolka and Rahul Mehra will also interact with the media. The party has also retained Raghav Chaddha in the panel.

CAG slams Gujarat’s poor efforts to save female children

The Comptroller and Auditor General (CAG) has observed “significant deficiencies” by the Gujarat government in implementing its schemes for protection and welfare of female children. The CAG report, for the year 2013-14 tabled in the Gujarat Assembly today, noted that the Gujarat State Child Protection Society (GSCPS) had not formulated its State Child Protection Policy and State Plan of Action, as a result of which the Gujarat state government failed in setting goals and establishing accountability of the departments meant for child protection and welfare services.


In CAG’s audit report of this social sector, it has been observed that Gujarat’s gender ratio has actually declined further. “As per Census 2011, the trend of overall sex ratio of the state (Gujarat) has declined (from 920 girls to 919 girls), though the all-India ratio had improved from 933 girls to 943 girls per 1,000 boys as compared to Census 2001,” the CAG social sector performance audit said.


The CAG report noted that the sex ratio at birth in 15 out of 26 districts in Gujarat declined in 2013 as compared to 2012 as per data gathered from the Civil Registration System. The CAG report expressed dissatisfaction on the steps taken by the Gujarat government to stop female foeticide in the state.


“Out of a total 181 cases filed under the Pre-Conception and Pre-Natal Diagnostic Techniques (PC&PNDT) Act, only 49 cases were finalised as on March 2014 and out of these 49 cases finalised, the accused were convicted only in six cases.

Reacting to former AAP MLA Rajesh Garg’s allegations that calls were made to him with the “consent” of Arvind Kejriwal impersonating officials of Union Ministers Arun Jaitley and Nitin Gadkari’s office offering crores to support BJP, the saffron party on Tuesday demanded a probe into the matter. BJP’s Delhi unit also said Garg’s claims affirmed BJP’s stand that Kejriwal is a “manipulator”.


The ex-AAP legislator from Rohini, whom the party had recently suspended, had earlier alleged that calls with Kejriwal’s “consent” were made to him and several other AAP leaders offering them crores to support BJP during the previous phase of government formation.


Garg also claimed police had arrested a person on his complaint, but that person was later let off on AAP’s intervention. Garg also claimed that other AAP leaders too had received calls with similar offers.


BJP said the issue needs thorough investigation as it concerns the names of Union Ministers.


“The latest revelation made by Garg needs to be thoroughly investigated. The revelations testify stand taken by BJP for long that Kejriwal is a master planner and manipulator. It is a matter of concern that names of senior Union Ministers were misused by Kejriwal and his associate to play dirty politics,” Delhi BJP president Satish Upadhyay said.


He has said besides Kejriwal, the role of the latter’s long-standing associate Vaibhav should also be probed by cops. He added the BJP is planning to take up the matter legally and further said, following Garg’s revelation, there is a reason to believe that most of the incidents like the one in which Kejriwal was slapped during campaign, were all “stage-managed” aimed at gathering sympathy.

A complaint case was filed in a court on Tuesday in New Delhi against Delhi Chief Minister Arvind Kejriwal for removing Aam Admi Party(AAP) leaders Prashant Bhusan and Yogendra Yadav from the party’s national executive committee in a ‘humiliating’ manner.


The complaint was filed by one Rajesh Chandra Sharma of Muzaffarpur district in the court of Chief Judicial Magistrate (CJM) Ved Prakash Singh.


Sharma said he filed the complaint application against Kejriwal as he felt very bad at the “humiliating” manner in which Prashant Bhusan, Yogendra Yadav, Anand Kumar and Ajit Jha were removed from AAP national executive committee on March 27.


The complaint has been filed against Kejriwal under sections 153 (wantonly giving provocation with intent to cause riot), 504 (intentional insult with intent to provoke breach of peace) and 506 (punishment for criminal intimidation), Sharma’s counsel Sudhir Kumar Ojha said. He said the matter would come up for hearing on April 4.

Taking into consideration the Indian cricket team’s gruelling international schedule, former national selector Venkatapathy Raju on Tuesday said the BCCI must address the issue of player burnout and should have a back-up team of bowlers.


The 2011 ODI world champions had a dream run in the just-concluded edition of the mega event till the semi-final where they stumbled against Australia. The former India left-arm spinner, who played in two World Cups (1992 and 1996), said there’s nothing wrong in the system but there’s a strong need to organise ‘A’ tours to make a pool of reserve players.


“The amount of cricket the Indians play is a lot more than others, so there’s always an issue of burnout. We should have a back-up of at least five-six pacers and three-four spinners ready all the time. We have some key players like Ashwin and Jadeja who play the longer as well as the shorter versions. So there’s always going to be a tendency to burn out. We should have a vision to address the issue,” Raju said.

New Delhi: Former prime minister PV Narasimha Rao, who was disowned by Congress and denied a memorial in Delhi by its government, will finally get his due respect in the form of a ‘samadhi’, 10 years after his death. The NDA government has mooted a proposal for constructing a memorial for Rao at Ekta Sthal on the banks of river Yamuna, sources said.


Urban Development Ministry has prepared a Cabinet note in this regard after receiving a proposal from Andhra Pradesh government for a suitable memorial in the memory of Rao, who is considered the harbinger of economic reforms in the country.


Rao, who headed a Congress government between 1991 and 1996, was disowned by his party. After his death in 2004, the Congress-led UPA government had denied any memorial to him. The UPA government, in fact, had gone further and decided in 2013 that there will be no more separate memorials for any leader, citing paucity of space.

The NDA government has mooted a proposal for constructing a memorial for Rao at Ekta Sthal on the banks of river Yamuna, sources said.



Instead, a common memorial ground was set up in view of paucity of space. Built over 22.56 acre land, Ekta Sthal is situated between Vijata Ghat and Shanti Van near the Yamuna river.

Jammu and Kashmir government has said a Rs 43,959.56 crore relief and rehabilitation package for the last year’s flood-hit people has been submitted to the Centre for its approval.


In a written reply to the question of PDP member Abid Hussain Ansari in the Assembly yesterday, Minister for Relief and Rehabilitation Basharat Bukhari said the relief package of Rs 43,959.56 crore also includes Rs 4,500 crore for the affected business establishment.


As and when the funds are provided by the Government of India for the special package or announced by the Prime Minister and Chief minister out of the Prime Minister’s Relief Fund and Chief Minister’s


Relief fund for such business establishment, the payment shall be made to the owners of said establishments, he said in the reply.


Replying to a question by PDP’s Syed Farooq Ahmed Andrabi, Minister for Horticulture Abdul Rehman Veeri had yesterday said the government had submitted a proposal to the Centre for sanctioning Rs 2,806 crore as ex-gratia relief in favour of farmers and orchardists.


He had said the loss assessment of last year’s floods had been completed and about 6.48 lakh hectare of crop and fruit area was affected by rains and floods, causing loss to the tune of Rs 5,611.65 crore.
