DESAM threatens to sue Govt

Imphal, January 28 2013: Democratic Students’ Alliance of Manipur (DESAM) has cautioned the State Government that the students’ body will move the Court if the Government fails to depute adequate number of teachers to Government schools before the start of this academic session.


In a statement issued by its Vice-President, DESAM questioned why the Government schools are still facing the problem of teacher inadequacy although the State Government has already recruited enough number of teachers.


DESAM stated that the State now has more than 6500 Primary teachers, 5000 Graduate teachers and 1400 Matriculate teachers.


The Government schools are still remaining the same as before as the Education Minister, Commissioner and Director have failed to work responsibly with a farsighted vision of enhancing the education system, DESAM alleged.


In the current scenario, there is nothing impossible to bring a change in the education system within a stipulated time by Education Minister, Commissioner and Director, it added.


DESAM also expressed wonder how some SSA and RMSA teachers are transferred from their initial posting place to other places although the Government had taken Court affidavit duly signed by the teachers at the time of issuing appointment order so that they may not seek transfer for the first three years of their service period.


Not less than 50 teachers have been transfered from their initial posting place to the schools of Imphal where there are no students, while some teachers are being utilised as staff of the Education Department, DESAM alleged.


Strongly condemning the so-called system of ‘utilisation’, DESAM also demanded that the teachers being ‘utilised’ in the Education Directorate, ZEO offices and DI offices be immediately sent back to their original posting places.


The students’ body also urged the State Chief Secretary and Finance Department not to issue any order regarding ‘staff utilisation’ for any Department.


DESAM also demanded that action be initiated according to Personnel Liability Act if any officer is found issuing ‘utilisation’ order.


The State Government has recently upgraded 67 Junior High Schools to High Schools.


To meet the required number of teachers for these newly upgraded schools, the State Government took permission from the Centre and recruited 536 teachers under RMSA.


However, more than half the number of these schools have not got required number of teachers so far, DESAM pointed out.


DESAM also urged the Government to complete the process of post rationalisation of teachers before the start of this academic session.
