Imphal, January 16 2014 : There is strong suspicion that funds sanctioned for laying mastic asphalt layers at four junctions of Imphal-Moreh highway have been withdrawn even as the same works were executed not up to the specifications.
One local contractor laid mastic asphalt layer at Moirangkhom, Singjamei, Thoubal Bazar and Khongnang Karak under PWD.
Total estimated cost for laying mastic asphalt at Khongnang Karak (500m), Moirangkhom (900m), Singjamei (700m) and Thoubal (300m) was around Rs 5 crore.
For laying mastic asphalt of thickness 25 mm, a layer of dense graded bitumen of 40 mm should be laid first over WBM layer of thickness 75 mm.
However, strong suspicion has been raised that neither WBM nor dense graded bitumen layer was laid but bills for all the four works have been withdrawn on the ground that all the works have been completed.
