Woman gang raped

Imphal, September 27 2013 : A 20 year old woman has been reportedly raped by six VDF personnel at Noney, Tamenglong district at around 6.35 pm of September 21 .


Following a complaint filed by the victim at Noney police outpost, an FIR was registered and all the six accused posted at the same outpost have been taken into police custody.


The six accused have been identified as Pouguanlung, T Samuel, Janthiangam, Pougam, Meijianthui and Katuangai.


They have been booked under Sections 323/354/370/307/511 and 34 of the IPC.


Whereas the victim has undergone medical examination at RIMS, the six accused have been produced in a relevant Court which remanded them to police custody.


Further investigation is on, informed a source.

Grenade found

Imphal, September 27 2013 : One hand grenade was found on the road leading to the community pond of Chajing Chingkhong Leikai, Imphal West district under Singjamei police station at around 7 pm yesterday.


The grenade was picked up by a bomb disposal squad of Manipur police the same night.


Meanwhile, the Chajing Youth Development Organisation and local Meira Paibis have decried the act of placing explosives in civilian areas.

Domestic LPG for commercial purposes Rampant in hotels

Imphal, September 27 2013 : At least 1500 domestic LPG re-fills are being used illegally in hotels in and around Khwairamband Keithel in a month.


According to a source in IOC’s Divisional Sales Office, Imphal, around 300 hotels of Khwairamband market and adjoining areas have been using domestic LPG re-fill cylinders instead of using commercial LPG re-fill cylinders.


On the average, one domestic LPG re-fill lasts for only five days in these hotels.


In some bigger hotels, one LPG re-fill lasts for only three/four days.


Although the source refused to divulge how they estimated and came to the conclusion that about 1500 domestic LPG re-fills are being used in a month in hotels located around Khwairamband Keithel , the source maintained they could easily work out the figure based on IOC Limited’s calculation.

Most of the domestic LPG refills used in hotels were leaked from distributors.


Earlier, such refills were also leaked from consumers having multiple connections.


Nowadays, the number of domestic LPG refills which got leaked to hotels has gone down considerably.


One major reason for leakage of domestic LPG refills to hotels and other commercial centres is the failure of consumers to collect their LPG refills from distributors.


Many a great time, distributors cannot distribute all the LPG refills which were available in their stock because some consumers did not come to collect their refills.


Domestic LPG refills thus left over got leaked to hotels.


At present, the State is running into 45 days backlog as far as shipping of LPG is concerned.


The backlog accumulated to 45 days because of frequent bandhs, blockades and pathetic condition of highways.


Nevertheless, IOC has been working to check unlawful use of domestic LPG refills in hotels and make up the shipping backlog of 45 days.


Yet, it requires dedicated intervention and cooperation of the Government to check use of domestic LPG refills in hotels, said the source while underscoring the urgent need for concerned authorities to pay special attention to this unlawful practice which has been openly depriving consumers of what is legally due to them.

Tourism will generate business worth Rs 1,500 cr by 2020: Dhungel 777-DAY INCREDIBLE INDIA HIMALAYAS CAMPAIGN LAUNCHED




GANGTOK, 27 Sept: “The tourism industry in Sikkim will generate economic activities worth Rs 1500 crore per annum by 2020,” said Tourism Minister, Bhim Dhungel while speaking at the launch of 777-day ‘Incredible India Himalayas’ campaign in New Delhi today.

Union Tourism Minister, Dr. K Chiranjeevi, Uttarakhand Tourism Minister, Amrita Rawat and Jammu and Kashmir Tourism Minister, GA Mir were also present on the occasion. The ‘Incredible India Himalayas’ campaign is aimed at attracting both national and international travellers. Its launch today coincides with World Tourism Day.

The objective of the campaign is to spread awareness about the fact that 73 percent of the Himalayan range lies in India. The Indian Himalayas are an incredible tourism product that can attract both domestic and international tourists interested in adventure activities, the flora and fauna of The Himalaya and the Himalayan culture.

A press release from the Principal Resident Commissioner, Sikkim House, informs that during the launch today organized by the Ministry of Tourism, Mr. Dhungel said that economic activities worth Rs 1 crore was recorded under tourism trade in the year 1980 which increased to Rs 75 crore in the year 2000 and Rs 400 crore in the year 2010. Now the state hopes to generate economic activities worth Rs 1500 crore by the year 2020. The state also aims at attracting one lakh international tourists and 20 lakh domestic tourists by the year 2020.

The Minister informed that 12,862 domestic and 2,572 international tourists visited the state in the year 1980 which increased to 1,70,160 domestic and 8,794 International tourists in the year 2000 and added that 7,00,011 domestic and 20,757 international tourists visited the state in the year 2010.

“The Sikkim government has decided to promote tourism activities by opening more areas for domestic and foreign tourists, opening new trekking routes, crafting and enhancing major tourist circuits and undertaking aggressive marketing at global markets. Buddhist circuits are being developed to promote religious tourism in the state. Sikkim will be developed as the principal Tourism destination in South and South-East Asia by the year 2015”, said Mr Dhungel.

Speaking on infrastructure related to tourism, he said that the state government has opened various institutes like The Institute of Hotel Management, Sajong, The Food Craft Institute, Namchi, Indian Himalayan Centre for Adventure & Eco-tourism, Chemchey.

“The government has set up Sikkim Eco-tourism Directorate to give top priority to eco-tourism in the state and an eco-tourism co-operative network has been established under the Sikkim Eco-Tourism Council. Tourism has been accorded the status of ‘Thrust Sector’ in the state for the industry’s growth and ensure overall socio-economic development in the state”, informed Mr Dhungel.

He further added that Sikkim will be promoted as the ultimate eco-tourism destination in the country and the home stay scheme has been launched in the state for providing clean and hygienic facilities to tourists.

“The state’s different communities with their diverse customs, culture, traditions, cuisine, fairs and festivals offer a unique experience to the visitors. Events like Youth Adventure Festival, International Mountain Biking Expedition, International Para Gliding Festivals are also being organized to promote adventurous tourism in the state”, the Minister added.

IFC Minister debunks projecthalt report

Imphal, September 26 2013: Regardless of reports by newspapers that the Supreme Court-constituted national Green Tribunal has issued a directive to put on hold construction work of the Thoubal Multipurpose Project pending forest clearance, Irrigation and Flood Control (IFC) Minister Ngamthang Haokip insisted that no formal intimation on the Tribunal’s directive has been received by the State Government.


Speaking to some newspersons at his New Secretariat office chamber today, the Minister charging a certain NGO of trying to scuttle the project also appealed for cooperation from every section of the society so that the people can reap the benefits at the earliest possible.


With the clearance from the Planning Commission the project work commenced from May 1, 1980 while the Forest Conservation Act 1980 was passed on october 25, recounted the IFC Minister adding that the project was initially targeted for completion in 1987 .

Consequent to financial issues the Planning Commission on january 14, 1983 suggested that the project’s dam and spillway components be put on hold and instead focus on the barrage and canal works subsequently resulting in the latter components able to irrigate 4000 hectares of paddy field, said Ngamthang.


The environment Clearance for the said project was approved on December 13, 2005 followed by the Ministry concerned giving the Forest Clearance for the project’s Stage I on January 11, 2010, he explained further stating that project work likely to submerge about 559 acres forest land is yet to begin.


In addition to the State Government depositing Rs 6823.38 lakhs in a Central Government account for compensation related payments, including for afforestation, net percent value and catchment area treatment, Planning Commission’s 17-point criteria has also been already complied with, said the Minister.


owing to financial constraints the Central Government was urged for relevant assistance for Thoubal Multi-purpose Project consequent to which the Centre in 2004 enlisted the project along with khuga and Dolaithabi projects for Central Government patronage under the Prime Minister’s package with a 90:10 Centre-State ratio for the three projects.


Regarding Thoubal project’s second phase, IFCD sought official approval from the Ministry of Environment and Forests through the State Forest Department on August 29 this year, confided the Minister.


While official procedures are being strictly complied with by the IFCD for expeditious completion of the project some unscrupulous elements forming an NGO approached the National Green Tribunal on March 16, 2013 with misleading information that the project be halted as it is yet to get the forest clearance, he expressed.


Based on the NGO’s complaint the Tribunal’s first hearing was conducted on August 16 followed by the second two days back (Sep 24) while the third is slated for october 7, Ngamthang informed.


As the project is yet to undertake any construction work that could affect forest land claims about the National green Tribunal directing stoppage of the project is not only ambiguous but seems to be yet another misinformation campaign as no official intimation has been received by the State Government, he reiterated.


While issues related to land and property compensation of some project-affected villages had already been resolved only property compensation of some other villages remains, Ngamthang conceded exuding confidence that the pending issues would also be resolved as the earliest as committee under the chairmanship of DC (Ukhrul) has already initiated relevant measures.


Moreover the Committee has been asked to file its report by next month, informed the Minister adding that requisite amount for settling the pending compensation has been earmarked.


He also appealed to all concerned to extend cooperation for early completion of the project would eventually mean benefit for the people in terms of irrigation, drinking water facility and power generation.

Imphal, September 26 2013: Under Horticulture Mission, Depart-ment of Horticulture and Soil Conservation distributed seeds to farmers in a function organised at MDS Complex, Mantripukhri today.


Speaking at the occasion as chief guest, Hill Areas Committee Vice-Chairman AZ Kikonbou Newmai said that the Centre is giving importance to North East States under its Horticulture Mission for NE and Himalayan States.


However, seeds provided by the Centre is part of trial process, he added.


Saying that the seeds would go to waste if it is not used, AZ Kikonbou said that agriculture activities would become successful if educated youths practice it with proper planning.


State products are superior in taste comparing to products of other states, Kikonbou exhorted the farmers to produce more products.


Commissioner (H&SC) JC Ramthanga, Director (H&SC) K Ngachan and Parliamentary Secretary (H&SC) Vungzagin Valte also attended the function.

Speaking to a reliable source informed that though Chief Minister O Ibobi had earlier instructed all the Government Departments and officials concerned to complete the process of identifying the people who can become beneficiaries under the said scheme by September 30, the same could not be realised and hence the said scheme will most probably be implemented only in the first part of January next year.


Under the said scheme, rice is to be made available to the beneficiaries at highly subsidised rate.


During a meeting held on August 29, the Chief Minister had instructed officials of the Consumers Affairs, Food and Public Distribution to start the spadework of identifying the beneficiaries and complete the same by September 30 so that it can be implemented from October this year.


However as things have turned out, the process of identifying the beneficiaries is going to take more time than previously thought and hence the failure to meet the target, said the source and added that the responsibility of identifying the beneficiaries lies with the respective State Governments.


The State Government envisages to extend the benefits of the scheme to about 23.87 lakh people out of the more than 27 lakh population of the State.


However the process of identifying the beneficiaries is yet to take off full steam till now, said the source further.


When contacted CAF and PD Minister M Okendro today evening, the Minister said that as things stand now, it would not be possible to implement the scheme from October this year as there are still a lot of ground works to be covered.


“It can be implemented from the early part of January next year,” he admitted.


Explaining, the Minister said ” There is as such no data base to identify the beneficiaries for the scheme and there are other processes involved for its implementation such as issuing National Food Security Card, which will take time.


There is also the question of where the foodstock for the beneficiaries will be stocked” .


Okendra further informed that the Union Food Minister KV Thomas has convened a meeting at New Delhi on September 30 and all finer details to make the scheme a success will be deliberated upon seriously.


All the States are expected to present their peculiar cases and issues and it would be deliberated at length, he added.


As Chhatisgarh has set the bench mark in implementing the scheme a team led by him and consisting of Commissioner Y Thamkishore and Director Yaiskul recently visited the State and studied the modalities of its implementation, added Oken.


The visit has proven to be highly beneficial, said the Minister.


Despite the Opposition parties dubbing the Food Security Bill as an Election Bill, the Congress party has been taking the message of its benefits to all the districts and block levels.


The criteria laid down for becoming a beneficiary under the said scheme says that their annual income should be below Rs 1 per annum, should not own any four wheelers and should be non-tax payers.

Imphal, September 26 2013: The target set by the State Government to implement the Food Security Bill by October this year is unlikely to be realised and in most probability the same may be implemented only in the first part of January next year.


Speaking to a reliable source informed that though Chief Minister O Ibobi had earlier instructed all the Government Departments and officials concerned to complete the process of identifying the people who can become beneficiaries under the said scheme by September 30, the same could not be realised and hence the said scheme will most probably be implemented only in the first part of January next year.


Under the said scheme, rice is to be made available to the beneficiaries at highly subsidised rate.


During a meeting held on August 29, the Chief Minister had instructed officials of the Consumers Affairs, Food and Public Distribution to start the spadework of identifying the beneficiaries and complete the same by September 30 so that it can be implemented from October this year.


However as things have turned out, the process of identifying the beneficiaries is going to take more time than previously thought and hence the failure to meet the target, said the source and added that the responsibility of identifying the beneficiaries lies with the respective State Governments.


The State Government envisages to extend the benefits of the scheme to about 23.87 lakh people out of the more than 27 lakh population of the State.


However the process of identifying the beneficiaries is yet to take off full steam till now, said the source further.


When contacted CAF and PD Minister M Okendro today evening, the Minister said that as things stand now, it would not be possible to implement the scheme from October this year as there are still a lot of ground works to be covered.


“It can be implemented from the early part of January next year,” he admitted.


Explaining, the Minister said ” There is as such no data base to identify the beneficiaries for the scheme and there are other processes involved for its implementation such as issuing National Food Security Card, which will take time.


There is also the question of where the foodstock for the beneficiaries will be stocked” .


Okendra further informed that the Union Food Minister KV Thomas has convened a meeting at New Delhi on September 30 and all finer details to make the scheme a success will be deliberated upon seriously.


All the States are expected to present their peculiar cases and issues and it would be deliberated at length, he added.


As Chhatisgarh has set the bench mark in implementing the scheme a team led by him and consisting of Commissioner Y Thamkishore and Director Yaiskul recently visited the State and studied the modalities of its implementation, added Oken.


The visit has proven to be highly beneficial, said the Minister.


Despite the Opposition parties dubbing the Food Security Bill as an Election Bill, the Congress party has been taking the message of its benefits to all the districts and block levels.


The criteria laid down for becoming a beneficiary under the said scheme says that their annual income should be below Rs 1 per annum, should not own any four wheelers and should be non-tax payers.

Jammu, September 26 2013: Dressed in army fatigues, terrorists stormed a police station and then an army camp in Jammu region killing 10 people including an army officer in twin ‘fidayeen’ attacks after they sneaked in from across the border early today, barely three days ahead of a meeting between Prime Ministers of India and Pakistan.


The three heavily armed terrorists, believed to be from banned Pakistan-based terror group LeT and who were holed up in the camp of the cavalry armoured unit at Samba for several hours after they barged into the Officers mess, have been killed during a fierce gunfight, Army officials said in Delhi.


The bodies of the three terrorists aged between 16 and 19 are in the custody of the Army, they said.


In the worst terror attack on a security establishment in Jammu region in 10 years, officials said six people including four policemen were killed in the ‘fidayeen’ (suicide) strike on the police station in Hiranagar in Kathua close to International Border (IB) by the terrorists while four army personnel including a Lieutenant Colonel died at Samba camp.


“As per preliminary information, the four terrorists came from across the border,” Union Home Minister Sushilkumar Shinde told reporters in Delhi.


A police official said it was a case of “fresh infiltration” and the terrorists crossed the IB most probably in the wee hours of today.


Lt Col Bikramjeet Singh, the second-in-command of the unit stationed at the camp, was among the four slain Army personnel.


The unit’s Commanding Officer (CO) Col A Uthaiah, who was among the three injured at the Army Camp, has been admitted to the Intensive Care Unit(ICU) at a hospital in Pathankot.


A lesser-known militant outfit ‘Shohada Brigade’ claimed responsibility for the attack.


“We carried out the attacks in Kathua and Samba in Jammu region,” a person who identified himself as Sami-ul-Haq, the spokesperson of the outfit, told PTI on phone.


He claimed they were locals.


J and K DGP Ashok Prasad said the terrorists had boarded an auto at gun point from Hariya Chuk graveyard in village Jhandi, barely one km from the IB and asked the driver Roshan Lal to take the vehicle to an Army camp at Hiranagar.


Unable to locate the camp, the terrorists stormed the police station at 6.45 AM hurling grenades where they killed a sentry at the gate and then an ASI Ratan Singh and a Special Police Officer.


A constable, who was resting on the second floor of the police station, was also gunned down in the indiscriminate firing, Police said.


Prime Minister Manmohan Singh and his Pakistani counterpart Nawaz Sharif are due to meeet in New York on September 29 on the sidelines of the UN General Assembly.


The auto driver, who managed to escape after dropping the terrorists at the police station, informed the police that they had also gunned down a PCO owner Suresh before hijacking a tempo truck which had been seized by the police the previous night.


The tempo driver was asked to be taken to a nearby Army camp at Samba�about 18 km from the Hiranagar police station� while the cleaner Mohammed Feroz, a resident of Kashmir Valley, was shot dead.


IGP, Jammu region, Rajesh Kumar said the terrorists abandoned the tempo and may have taken another vehicle from there and reached the army camp in Samba where they opened indiscriminate firing on jawans deployed at its security gate and stormed the premises.


They barged into the Army Mess where they resorted to heavy indiscriminate firing as troops geared up and retaliated resulting in a fierce gunbattle.


Army moved in crack commandos and quick action teams inside the camp where TV footages showed tanks moving inside in the hunt for the militants.


At the army camp, gunshots were heard from inside the walled compound.


Two officers were seen running out carrying an injured man over their shoulder.


“I was inside the dhaba (a roadside eatery) when I saw three men entering the camp firing a barrage of bullets.


They opened the gates and entered,” an unidentified man told TV channels.


The traffic on the Jammu-Pathankot highway near the area of the attack at the police station was briefly suspended.


The attack seen by Chief Minister Omar Abdullah as an attempt to derail the talks between the prime ministers of India and Pakistan came a day after Manmohan Singh left for the US.


BJP has demanded that the talks be cancelled.


The identification of all 10 persons killed in today’s twin militant attack in Jammu region has been done, officials said.Four persons killed in attack on Samba Army camp of 16 Army Cavalry unit have been identified as Second-in-Command of the unit Lt Col Bikramjeet Singh, sepoy Kiran Kumar Reddy, sepoy M S Rao and sepoy Daya Singh.


The injured have been identified as commanding officer of the unit, Col Avin Achien and Sepoy Inder Singh, a defence spokesman said.

Mary Kom writes to HRD Ministers to incorporate PETA’s “Compassionate Citizen” in school curriculum





GANGTOK, 26 Sept: On behalf of People for Ethical Treatment of Animals (PETA), India, Olympic medalist and five-time world boxing champion Mangte Chungneijang Mary Kom, has written to the HRD Ministers of the country, including Sikkim, that PETA’s humane-education programme, “Compassionate Citizen”, be incorporated into the official curriculum of schools in the region for children aged 8 to 12. In the letter, Kom points out that violence against animals by children is often an early sign of future acts of violence against humans.

A press release informs that Kom has written similar letters to other state and union territory education ministers in the country.

“One of the best ways to knock out cruelty to animals is to teach compassion to young people. Animals need us in their corner. With violence seemingly all around us, it is more important than ever that we teach lessons of respect and kindness in the classroom,” Kom writes.

Compassionate Citizen has been voluntarily used in more than 15,000 private and government schools and has reached more than 3 million children across India. Recently, the Central Board of Secondary Education (CBSE) issued a notification to CBSE schools asking them to use it as an official part of their curriculum. The Animal Welfare Board of India – a statutory body under the Ministry of Environment and Forests – has also asked the state and union territory education ministers to incorporate Compassionate Citizen into their official curriculum.

Most children naturally feel concern and affection for animals but often lose sight of their compassion. A lack of respect for other species can translate into cruelty towards humans, too. Compassionate Citizen offers teachers tools and lesson plans designed to teach children to view animals as feeling, sensitive beings, the release informs.

Imphal, September 26 2013: It was laudable that there was neither bomb explosion nor any untoward incident during the raising day celebration of a particular UG group on September 25 .


Deputy Chief Minister Gaikhangam made this remark while speaking at the passing out parade of newly recruited women Constables at Manipur Police Training College, Pangei today.


Raising days or anniversaries are occasions for celebrations.


Triggering bomb blasts and other untoward incidents on such occasions is uncalled for, Gaikhangam stated.


It would be more meaningful if donations are made generously to underprivileged people on such occasions.


It was really worth appreciating that there was no bomb explosion on the particular raising day, he said.


Women police personnel were recruited in view of the difficulties faced by male police in tackling crimes against women despite the sick financial condition of the State.

Today’s passing out parade saw a maximum number of women Constables and many of them possess qualifications which deserve higher posts than Constables.


The newly recruited women Constables would work with dedication, the Deputy Chief Minister exuded confidence, who is also in charge of Home Department.


Both high-ranking officers and subordinate staff have different but equally important responsibilities.


Manipur Police can become a good police organisation only when there is strong sense of discipline and effective coordination among police personnel irrespective of their posts, Gaikhangam stated.


It is crucial for all police personnel to work without any distinction between the hills and valley instead of choosing to work only for salaries at the place of their choice.


Police Department need to work hard and in such a manner so that it can deliver what is expected from it by the public, Gaikhangam exhorted.


Maintaining that the State Government would not compromise on the issue of Manipur’s territory, Gaikhangam claimed that people need not worry about loss of Manipur’s territory.


Yet, there is a need for closer cooperation between the Government and people.


Saying that some political parties have been making a hue and cry over the border issue, Gaikhangam averred that all their allegations would not be necessarily true.


Instead of politicising the issue, all need to join hands and safeguard the boundary of Manipur.


Today’s passing out parade was participated by 857 women constables.


Speaking to media persons after the function, Gaikhangam informed that he would start a campaign of visiting battalion headquarters and SP offices in order elicit opinions and suggestions of lower ranking police officers regarding re-structuring of police organisation.


A few days, the Home Minister had held a threadbare meeting with high ranking police officers on the same matter.Admitting that the Traffic Police are functioning under Transport Department which is not seen anywhere in the country, Gaikhangam stated that he would soon initiate necessary measures to create a post of SP for Traffic Police.

Imphal, September 26 2013: Under Horticulture Mission, Depart-ment of Horticulture and Soil Conservation distributed seeds to farmers in a function organised at MDS Complex, Mantripukhri today.


Speaking at the occasion as chief guest, Hill Areas Committee Vice-Chairman AZ Kikonbou Newmai said that the Centre is giving importance to North East States under its Horticulture Mission for NE and Himalayan States.


However, seeds provided by the Centre is part of trial process, he added.


Saying that the seeds would go to waste if it is not used, AZ Kikonbou said that agriculture activities would become successful if educated youths practice it with proper planning.


State products are superior in taste comparing to products of other states, Kikonbou exhorted the farmers to produce more products.


Commissioner (H&SC) JC Ramthanga, Director (H&SC) K Ngachan and Parliamentary Secretary (H&SC) Vungzagin Valte also attended the function.
