Govt authorities in dilemma over Sewerage hole

Imphal, September 21 2013 : Even as laying of underground pipes has been completed after digging a manhole in front of M Sector just across Raj Bhavan along Mao-Moreh highway for the aged Imphal Sewerage Project, the manhole is still left unfilled with Government authorities not knowing which of them should take the responsibility.


Notably, the spot where manhole was dug and currently kept surrounded is a part of National Highway.


NH-2 (Mao-Moreh highway) is under the care of State PWD.


A source in PWD said that prior permission should be sought from the department if any individual or Government agencies must dig up or cut roads.


While seeking permission, they should deposit necessary amount needed for restoration of the road to its earlier condition after it has been dug up or cut.


The department may have fund needed for repairing or black-topping roads but there is no fund for restoration of roads to its earlier condition after it has been dug up or cut.


Earlier, around Rs 5 crore was deposited with PWD for restoration of dug out road portions.


But the same practice of depositing money with PWD has been done away with since some years back.


In the same manner, the practice of seeking prior permission has been abandoned.


The road section running in front of Raj Bhavan and M Sector was black-topped around four years back and there is a plan to black-top it again this working season, informed the source.


Efforts of this reporter to contact PHED officials regarding the hole dug out for laying under ground pipes for the Sewerage Project in front of M Sector which has been abandoned unfilled or partially filled proved futile.
