Imphal, October 04 2013 : The Manipur High Court has issued a notice of motion today in respect of a writ petition filed by the mother of a woman who was raped and murdered in the intervening night of January 29 and 30, 2010 .
The writ petition, filed under the initiative of HRLN, Manipur, sought appropriate intervention of the HC in order to provide the mother of the deceased, RK (O) Nganbi Devi the right of speedy and timely investigation and submission of charge sheet for initiation of prompt trial under Art 21 of the Constitution.
The accused in the case, Soibam Dhanabir Singh had admitted his involvement in the crime by surrendering voluntarily before the then DGP and subsequently confessed to the crime before the Judicial Magistrate.
Despite the fact that the incident occurred three years back, the investigating agency has so far failed to file its charge sheet for initiation of trial of the accused which also led to the release of the accused on bail.
The respondents listed in the writ petition are State of Manipur through the Principal Secretary (Home), DGP, Th Vikramjit Singh, SDPO.
