ATDUM on stir mode, sets Feb 10 deadline to Govt

Imphal, February 01 2013: While urging the State Government to redress the grievances of the differently abled persons belonging to tribal community in the State, All Tribal Disable Union Manipur (ATDUM) has threatened to launch intense agitations if the demands are not fulfilled by February 10 .


Addressing media persons at its Khuman Lampak office here today, Momo Tatanga, President of ATDUM stated that the differently abled persons belonging to tribal community have time and again poured out their grievances to the concerned authority and also submitted a number of memorandums in this regard to the Chief Minister as well as the Union Minister for Social Justice and Empowerment.


However, so far, the concerned authorities have not given any response.


He further informed that the tribal differently abled persons in the hills have been facing lot of problems owing to absence of proper educational institutions and health care services in the hills.


Even though, the State government provides quota for them, tribal differently abled persons in the hills seldom get enjoy the benefit.


On the other hand, differently abled persons in the plains who have better educational opportunities, enjoy the benefits of the quotas more than their counterparts in the hills.


Momo Tatanga warned that if the legitimate demands of the differently abled tribals are not provided by February 10, various intense forms of agitations would be launched by ATDUM.


The demands of ATDUM include establishment of a Special School with Hostel facilities in one of the hill districts for the differently abled tribal people; setting up of a Special Vocational Training Centre with Hostel facilities; decentralization of the process for issuing disability certificate; appointment of differently abled persons belonging to ST as Graduate teachers of RMSA; increasing the amount of disability scholarship, unemployment allowance, financial assistance and conveyance allowance for disabled Government employees; appointment of State Channelising Agency of National Handicapped Finance Development Corporation (NHFDC); constitution of a State Co-ordination Committee under the provision of PWD, Act, 1995; allocation of at least 3% of total State Plan budget for the welfare of persons with disabilities; establishment of a separate and independent Department for the welfare of the persons with disabilities; to provide 50% concession in bus fares for the people with disabilities; to provide 50% concessional rate under the Public Distribution System and appointment of a Disability Commissioner in the State.
