New Delhi, February 03 2013 : Former Intelligence Bureau (IB) director PC Haldar is likely to lead the Central team in the upcoming political dialogues between the Centre and Kuki underground groups in Manipur even as the stage is set for the Central and state Government representatives to begin talks with the United Naga Council (UNC) .
The Union Home Ministry has initiated a process to make Haldar an interlocutor and a notification to this effect is likely to be issued soon.
Sources say the flames over the demand for granting separate statehood are yet to die down whereas the Kuki groups in Manipur have also intensified their demand for creation of a separate state.
The Kuki groups say talks with the Centre in this regard have been on for the past seven years and if their demands are not conceded soon they will intensify their movement.
As a formality, appointment of Haldar as the interlocutor would be placed by the Union Home Ministry before the Cabinet Committee on Security.

It may be noted here that on Thursday, Government of India agreed to appoint an interlocutor for the political dialogue during a tripartite talk between the Centre, the State Government and Kuki National Organisation (KNO), an umbrella body of 15 armed Kuki UG groups, at the banquet hall of Ist Manipur Rifles here.
In the talk, the Central government was represented by Shambu Singh, Joint Secretary (Northeast in-charge) of Union Home Ministry’ and the State Government was represented by its Principal Secretary (Home) .
Thursday’s talk was mostly concentrated on the preparation for initiating political dialogue which leaderships of the KNO has been sticking firm saying that they will not sign the agreement for extension of suspension of operation agreement until government of India gives a written for initiating political dialogue regarding their demands.
The meeting reportedly agreed to initiate the political dialogue within this current month, January and to appoint an interlocutor for initiating the dialogue.
On the other hand, in all probability, the fifth round of talk with the UNC delegates will begin this month, said the sources.
In a recent memorandum submitted to the Prime Minister, UNC urged for necessary arrangement to initiate political dialogue within February 17 .
