State HC to start service from today

Imphal, March 24 2013 : Fulfilling one of the long cherished demands of the people for having a separate High Court, the newly set up Manipur HC at Chingmeirong is all set to officially start functioning from tomorrow.


Union Law and Justice Minister Dr Ashwani Kumar, Chief Justice of Supreme Court of India Altamas Kabir, Judge of Supreme Court Aftab Alam and Chief Justice of Gauhati High Court AK Goyal would be arriving here around 2 pm tomorrow in a helicopter from Shillong for official inauguration of the court functioning in a simple but elegant function in the complex of Manipur High Court at Chingmeirong.


The function would also be attended by Chief Minister O Ibobi, Deputy Chief Minister Gaikhangam, Law Minister Th Devendra, other Cabinet Ministers, Parliamentary Secretaries, MLAs and top civil and police officials.


According to an official source, an official team led by Union Law Minister Dr Ashwani Kumar and Chief Justice of Supreme Court of India Altamas Kabir would be arriving at Imphal from Shillong after officially opening of the High Courts of Tripura and Meghalaya.


So, the function at Imphal would commence as soon as the team arrives.


The source further revealed that to mark the occasion a list has been drawn up for taking up seven cases on the opening day of the High Court.


The cases would be taken up for hearing by a division bench comprising newly sworn in Chief Justice Abhay Manohar Sapre and Judge Nongmeikapam Kotishore of Manipur High Court.


Though it has been reported that seven cases would be taken up for hearing on the opening day of the State High Court, it could not be confirmed whether the sitting would take place in the morning or after the formal inaugural function or just for namesake.


It may be mentioned that there are at present only a Chief Justice and another Judge in the Manipur HC whereas in actuality there should be one Chief Justice and four other judges for full-fledged functioning of the HC.


And nothing is still certain over whether or not the remaining two judges would be appointed and announced during the function itself tomorrow.


Meanwhile, with the newly set up Manipur High Court all set for functioning, the High Court of Manipur, Bar Association has been set up and registered under the Manipur Societies Registration Act, 1989.According to a press statement released by the Association, the High Court of Manipur, Bar Association has been formed to strive for making the functioning of the Manipur HC and Subordinate Courts without any disturbance; to increase the legal awareness level among the general public; to conduct regular seminar, trainings and conferences on legal services for those persons in legal profession, etc.
