Barrack type quarters for ADCs

Source:

Imphal, May 30 2013: For construction of barrack type quarters for the six Autonomous District Councils, two agencies would be selected for each quarter through the ADC concerned and the Manipur Tribal Development Council (MTDC) .

Necessary fund for construction of barrack type quarters has been already sanctioned, informed a source.

Of all the tasks assigned to ADCs since they were revived after a gap of almost 20 years, construction of the proposed barrack type quarters is the biggest in terms of money involved.

Five barrack type quarters would be constructed for each of the six ADCs under the 13th Finance Commission.

Construction of roofs would be done by MTDC while the remaining portions would be handled by respective ADCs.

For the total 30 quarters, necessary amount has been deposited in MTDC.

In addition, Rs 2.51 crores have been deposited in the respective accounts of the ADCs for construction of the same quarters.

Even though construction work of the quarters is slated to begin from June, ADCs are confused with the Government’s policy of enlisting two agencies/individuals for each quarter.

The roofing section or finishing part was entrusted to MTDC by the State Government to ensure that the quarters are constructed properly and in time.

It is reported that the ADCs would held a meeting shortly and discuss the construction of barrack type quarters.

‘Think, Eat, Save’ Onethird of world’s food production goes waste

Source:

Imphal, May 28 2013: Even as millions of underfed and hungry people are teeming in different parts of the planet, almost one-third of the world’s food production (1.3 billion tonnes) goes waste every year.

This observation of experts is highly relevant to the theme of this year’s World Environment Day (June 5) which is “Think, Eat, Save” .

If one is talking about food wastage, Manipuri people, particularly those settled in the valley do not lag behind any other community.

The common concept and practice among the Meiteis during feasts or festivals is, “Cook more for it would be embarrassing if there is shortage.

Don’t think about left overs” .

Ironically, there is no such thing as food security in Manipur.

Even though there is no food security in Manipur, agriculture is seemingly the most neglected economic sector in the State, observed ICAR, Lamphel Principal Scientist Irengbam Meghachandra.

Rice rotting away at FCI godown

Noting that fertile agricultural lands of Manipur valley have been shrinking every year, Meghachandra lamented that there is very little possibility for multiple cropping in a year or a season, primarily due to absence or failure of irrigation facilities.

Horticulture produces too are either wasted or sold with little profit due to absence of marketing and processing facilities.

Again, irrigation and food processing facilities require regular and adequate power supply, Meghachandra said.

Wastage of food is a contributory factor for the drastic climate change across the world.

To mitigate global climate change, it is essential to preserve food in proper manner instead of wasting them.

The importance of preserving food is reflected glaringly in this year’s World Environment Day theme.

Around 88 to 100 metric tonnes of food go waste in Imphal area on daily basis, Meghachandra said citing a survey report.

Saying that 60 per cent of these domestic wastes are kitchen leftovers, the ICAR scientist highlighted the need to create awareness among the public on the importance of preventing food wastage.

May 20 Law Breaking Day By Government Of Manipur Mass peace rally staged against Kabo Leikai eviction

Source:

Imphal, May 27 2013: Besides declaring May 20 as ‘Law Breaking Day by Govt of Manipur,’ a mass peace rally cum meeting against the alleged forced eviction of residents of Naga River Lane, Kabo Leikai held today categorically labelled the State Government as ‘anti-minority’ .

Positing that the eviction drive was taken up just after a day the notice was served which is against eviction law, the victims pledged not to claim any compensation from the State while also pronouncing that the future of minority communities is not safe under the present State Government.

The mass peace rally was organised today by the JAC against the forced eviction of Naga River Lane.

The rally began from MBC Recreation Centre and marched till Assembly Hall at Chingmeirong and converged at the starting point where a meeting was also held.

A seven-point declaration was made during the meeting.

Amongst others, the meet declared that Naga River Lane is not a wasteland nor a barren land to acquire for the construction of a luxurious 5-star hotel.

It further declared that the destruction of three Churches is an infringement of the right to freedom of religion while also pledging to carry on their protest until the forcefully evicted people are restored to their original places.

Representatives of Naga Women’s Union, United Committee Manipur, Rongmei Lu Phuam (AMN), Tangkhul Shanao Long, Imphal, TKLI, TYCM, All Manipur Christian Organisation and members of all Churches in Imphal valley took part in the mass peace rally.

Placards reading, “If the pattas of Naga River Lane are fake, then the Issuing Govt is also a Fake Govt,” “Is O Ibobi a Bulldozer?” “Stop imposing the will of the rich over the poor,” “Have mercy in delivering justice,” etc were displayed during the rally today.

Addressing the public meeting, Chairman of Naga River Lane, Kabo Leikai, ZC Wungshim said it was very unfortunate that the Govt said the patta owned by the victims were not genuine.

He also said that the residents have been threatened by the police every now and then besides firing out tear gas shells at them.

He urged all concerned, irrespective of communal divide, to join hands in fighting for justice against the unlawful act of the Government.

Commiserating the victims, president of UCM, Y Nabachandra expressed strong condemnation over the forcible eviction of Naga River Lane residents.

Strongly denouncing the acts of the Govt is destroying land or structure for taking up any project, which have been witnessed on earlier occasions, the UCM president said the place where the Govt plans to construct a 5-star hotel is not suitably located.

Locating suitable place first for any project is the norms in practice elsewhere, but the State Govt here did anything it wants, Y Nabachandra said.

He also expressed deep apprehension that the Govt may evict any place it likes.

It may be mentioned that at least 28 houses in Naga River Lane, Kabo Leikai were evicted by the Govt on May 20 .

State loses Rs 16 crore in Hill Status Transport Subsidy HSTS subsidy

Source:

Imphal, May 27 2013: The State Government is unable to draw Rs 1,62,94,510 given as Hill Status Transport Subsidy (HSTS) for transportation of rice from the FCI Imphal godown to Principal Distribution Centres (PDS) located in hill districts of Manipur and recognised by the Government of India.

HSTS is a kind of subsidy given by FCI for transportation of rice to PDCs of hill districts recognised by the Government of India.

It is suspected that the State Government is unable to draw the HSTS amounting to around Rs 1.6 crore because of many wrongdoings committed in the past.

According to an official source, there are 10 PDCs in the State and they are located at Senapati district headquarters, Paomata, Tamenglong district headquarters, New Kaiphundai, Churachandpur, Parbung, Chandel district headquarters, Tengnoupal, Ukhrul district headquarters and Kamjong.

HSTS amounting to Rs 1,62,94,510 is the amount accumulated between 1996 and 2000 for transportation of rice by transporters selected by the Government of Manipur from FCI godown to the 10 PDCs.

Not garbage but rotting rice at the FCI godown of Imphal : File pic
Not garbage but rotting rice at the FCI godown of Imphal : File pic

However, the Government of Manipur applied for the HSTS for two separate periods.

The first one amounting to Rs 1.56 crore was for the period 1996-99 while the second amounting to Rs 6,95,518 was for the period 1997-2000 .

The first application of Rs 1.56 crore was submitted together with 97 bills while the second application was accompanied by nine bills.

For FCI authority, all formalities were completed before rice was transported by State Government selected transporters to the 10 PDCs.

But the State Government could not produce necessary documents when it claimed for HSTS.

According to guidelines, statements of receipt signed by store-keepers testifying arrival of rice at the PDCs, challan for lifting rice, documents for entry made at police check-points by the rice transporters should be submitted while claiming for HSTS.

As these documents were not complete when the State Government claimed the HSTS, the first claim for 1996 to 1999 was rejected by FCI.

Likewise, the second claim for 1997 to 2000 was returned to the State Government in May 2011 with instruction to re-submit the claim together with all the necessary documents.

However, the State Government is yet to re-submit the second claim.

The inability of the State Government to claim the HSTS amount has fuelled more suspicion about swindling a huge quantity of PDS rice without ever reaching the targeted sections of the population, added the source while speaking to today.

DyCM writes ‘epitaph of rivals’

Source:

Imphal, May 26 2013: Some parties having their offices in Manipur drew blank in the last Assembly election.

Neither these parties are working for the people and they are as good as dead, asserted MPCC president and Deputy Chief Minister Gaikhangam.

Addressing a one-day political conference organised by Yaiskul BCC at Naharol Sintha Kanglup community hall, Wangkhei Keithel Ashangbi today, Gaikhangam stated that political parties which could not sustain a mo-vement of their own are as good as dead.

Whatever opposition parties speak about Congress party is their duty.

They may speak more about Congress party for it would enhance the party’s knowledge.

However, if opposition parties are determined to criticise the Government, it would be palatable only when it is constructive and meaningful, Gaikhangam asserted.

Some major opposition parties were taught a befitting lesson by people during the Assembly elections of 2012 .

He further conveyed wish-es albeit sarcastically to the opposition parties so that at least one or two of their can-didate(s) get elected in the next election by god’s grace.

Noting that some people, on hearing about the political conferences, have been asking if election is approaching, Gaikhangam clarified that election time is still far off.

He stated that political conferences are being organised to study the existing relationship between the Government and the people.

Claiming that Congress party has the biggest responsibility towards the people, the MPCC president admitted that Congress party cannot survive if there is disconnect between the party and people.

Regarding execution and non-execution of the varied points highlighted in election manifesto, the party’s coordination committee has apprised the matter to AICC in writing.

Congress would never sway from its conviction towards people’s welfare and integrity, he affirmed.

Maintaining that Congress party is a far-sighted organisation, Gaikhangam claimed that the eastern door (Nongpok Thong) has been opened by way of implementing Vision 2020 and the Look East Policy.

Exhorting youth not to waste time and spirit either by taking drugs or walking on the wrong path, he expressed happiness over many underground cadres returning to the mainstream.

Local MLA E Chand said that he has been working hard to fulfil all the promises he made during the last Assembly election including pro- blem of potable water supply in Yaiskul AC.

He also sought public support to the many welfare and development programmes taken up by the Government.

Many other party leaders also spoke at the conference.

Monthly quota of sugar for Manipur is 1765 metric tonnes.

Following the Government of India’s decision to make the State Governments purchase sugar from sugar mills directly, the Government of Manipur is taking time to hold tender for selection of sugar transporters.

In the meantime, the State is facing a situation where people may face acute shortage of sugar.

The unfolding situation has even confused CAF&PD Department.

On the other hand, a meeting presided by the Joint Secretary, Ministry of Consumer Affairs a few days back at New Delhi suggested the North Eastern States including Manipur to follow the earlier norm of procuring sugar through FCI for one more year in view of the sick financial condition of these States, added the source.

Mary Kom activates academy works

Source:

Imphal, May 25 2013 : Consequent to the in-principle approval for granting Rs 309.56 lakhs to the Regional Boxing Foundation run by London Olympics bronze medallist MC Mary Kom, the ace boxer has reportedly chalked out plans to begin construction works of an in-door stadium having boxing arena and requisite facilities.

It is said that Mary Kom, now a mother of three kids, spends nearly Rs 60,000 every month in running her boxing academy at a temporary facility.

The aspiring boxers numbering over 30 are mostly from economically unsound families and from various parts of the state.

“We are so happy with the sports ministry approving the fund for setting up my foundation.

Once the whole structure of the foundation stands before us we are sure we will produce numerous boxers of first rate who will give pride for our country,” Mary said this evening reflecting on the grant from the Central Government for construction of a gymnasium and procurement of equipment.

“Since the ministry has extended its helping for our foundation, we have begun discussion to systematize it in all angles including appointment of best coaches and other related staff.

We are also confident that the ministry will keep on aiding for the foundation time to time to ensure best boxers are produced from it,” she said.

Mary expressed her desire to appoint coaches who possess degrees and had excelled in national and international level competitions.

“The foundation is not for me, it is for the state and for the whole nation.

The hidden talents of the poor boxers of the state will be tapped and shown to the world to grab laurels.

This is my ultimate vision I have been dreaming since I began by boxing carrier through the pangs of poverty,” the five-time world champion said.

Mary, who has been promoted to the post of superintendent of police (sports) in recognition of her Olympic feat, also hoped that more helping hands would be extended towards developing the foundation.

The foundation is a trust and a non-profit sports academy especially meant for the under-privileged youths with a vision “Quality Boxers with Prestigious Sports Medals from under-privileged potential” .

Recently the state government offered a 3.30 acre plot of land at Meitei Langol, which is close to Mary Kom’s residence for setting up the foundation.

To ensure her students undergo training smoothly during monsoons, she has already begun ground works to construct an indoor hall at the allotted land.

Sugar to bypass CAFPD

Source:

Imphal, May 25 2013 : In place of the existing system of distributing the PDS item of sugar through Consumer Affairs and Public Distribution (CAF&PD) Department after the commodity is handed over to the department by FCI, the Government would now buy sugar from sugar mills directly at market price and distribute the same commodity to public at subsidised rate.

Official sources informed that the new arrangement is in accordance to a decision adopted by the Government of India’s Cabinet Committee on Economic Affairs to de-control sugar.

The new arrangement would be in force for two years.

As per the decision of the Cabinet Committee on Economic Affairs, State Governments should purchase sugar from sugar mills directly and distribute the commodity to public at subsidised rate through fair price shops.

The Government of India would pay for the expenditures incurred by State Governments in providing sugar to public at subsidised rate.

Accordingly, the State Government would stop buying sugar from FCI after the current month.

The State Government would start purchasing sugar from mills directly starting from June.

Most of the sugar mills identified by the State Government for purchasing sugar are located in Maharashtra while some others are located at Karnataka, Tamil Nadu and Uttar Pradesh.

For selection of transporters who would transport sugar to Imphal from these States, the Government of Manipur has initiated due tender process.

However, as the tender process is yet to be completed, it is feared that the Government would be unable to ship in the State’s sugar allocation for the month of June.

Taking the total population of Manipur to be 25.18 lakhs as on March 1, 2000, monthly allocation of sugar for Manipur is 1763 metric tonnes at the rate of 700 gms for every individual.

The rate of allocation fixed by the Government of India in 2000 has not been revised till date.

According to the Government of India’s estimate, the State Government should procure sugar at Rs 32 per Kg and the same should distributed at the subsidised rate of 13.50 per Kg.

Yet, it remains a big question whether the State Government would be able to provide sugar at the subsidised rate estimated by the Government of India given the huge distance separating Imphal and the sugar mills.

It is clear that sugar mills would benefit a lot from the decision of the Cabinet Committee on Economic Affairs but it is doubtful that the new arrangement would benefit people.

Moreover, the Government of India would be required to spend a huge amount in paying subsidies to the State Governments, the sources added.

Source:

Imphal, May 25 2013 : The third leg of the United Naga Council (UNC) political tour in Naga areas was undertaken in Irianglong (Tamenglong) district in association with the Zeliangrong Baudi, Manipur and the frontal organisations of the region from May 23 to 25 .

According to a UNC statement, the political tour was carried out mainly with a view to interact with the people and to study the socio-economic conditions of the Nagas which is weakening by the day and to verify the tall claims made by the Government of Manipur on schemes/projects placed in the tripartite talk as development initiatives taken up by them in tribal areas.

The touring team witnessed the intensive work for construction of tunnels for the transAsian Railway line, deploying man and machine on scales never seen before and experienced at the same the deplorable road condition from Awangkhul to Tamenglong district headquarters, a distance of about only 65 km which take more than 3 hours to cover on four wheelers.

The plight of the people of the district whose main route of communication is a district road not worth the name continues to be ignored and isolates them further beyond distance, the UNC said.

The tour programme concluded with a joint meeting with former presidents and executives of the Zeliangrong Baudi and United Naga Council, Convenor of the Tamenglong District, Convenor and colleagues of the Co-ordination Committee Tamenglong for Alternative Arrangement, representatives of the Zeliangrong Youth Front, Zeliangrong Students’ Union Manipur, Member of the Peace Committee, women leaders, retired bureaucrats and a host of elders, intellectuals and public leaders.

The contours of the tripartite talk process of the Government of Manipur, Government of India and the UNC on the demand for an alternative arrangement outside the Government of Manipur was highlighted in the joint meeting which also emphasised on the need to be organised and be in continued preparedness for taking forward the people’s movement to its logical conclusion, the UNC said.

The President, United Naga Council also gave a call to end of factional violence and internal divisions and the need to join hands for building up the society in view of the impending settlement of the Indo-Naga issue and to effectively engage with the emerging challenges of the times.

BJP not antiChristian Prof Gangmumei Kamei

Source:

Imphal, May 25 2013 : BJP is a democratic party and it is not anti-Christian, asserted BJP Schedule Tribe Morcha national vice president Prof Gangmumei Kamei.

Alleging that it is the Congress party which has been projecting BJP as a party opposed to Christians, Prof Gangmumei appealed to all the people not to fall in such propaganda.

Prof Gangmumei Kamei was speaking at a oneday district level political conference organised by BJP Schedule Tribe Morcha Senapati district at Senapati minisecretariat multipurpose hall today.

BJP never opposes Christianity and its followers.

BJP is a democratic party which does not believe in religious discrimination.

Yet, there is a big difference in the concepts of secularism between BJP and Congress.

BJP is a party which espouses Gandhian socialism and it is a party which is fighting for the cause of impoverished mass.

It is a party which believes in integral humanism whereas Congress party is a party for the rich and wealthy.

Though Congress is said to be steered by Gandhi family, it has forsook Gandhian philosophy and is rather following an adhoc system.

“I was observing BJP for six long years to see that whether the party was anti-Christian or not before I joined the party”, Prof Gangmumei said.

One cannot simply dub BJP as a party for Hindus exclusively.

Calling upon people not to take Congress propaganda seriously, he asserted that Congress cannot protect minorities.

Prof Gangmumei, who is preparing to contest the forthcoming Lok Sabha elections from Outer Manipur Parliamentary constituency, claimed that there are Congress Governments both at the Centre and the State because of the anti-defection law enacted by NDA Government.

He further pointed out that Deputy Chief Minister Gaikhangam was first elected as an independent candidate to the State Assembly in 1980 before he joined Congress party.

Prof Gangmumei also appealed to all non-Congress parties to fight collectively for common issues.

BJP Core Committee member M Bhorot alleged that there is no democracy within Congress party.

While Sonia Gandhi would remain AICC president as long as she is alive, BJP president is changed after every three years.

Reacting to the reported statement of Deputy Chief Minister Gaikhangam that some political parties dishonoured Parliament, M Bhorot asserted some Congress Ministers involved in huge scams having resigned was because of BJP’s intense campaign in the Parliament.

Asserting that all the three Congress MPs have faded into oblivion, Bhorot sought support to the BJP candidate for Outer Manipur Parliamentary Constituency.

BJP treasurer Robin Blackie, general secretary (orgn) S Premananda, national Mahila Morcha executive member A Sarda, vice-president Hanjabam Jaidev and party spokesman Y Nilamani also spoke at the conference.
