Imphal, June 07, 2013: With no new employees appointed to replace retired employees, all the departments except Police Department, would be facing acute shortage of manpower and this would eventually lead to complete break down of the State administration five years hence.
On the other hand, number of police personnel is coming very close to the total civil employees.
The Government of India and the State Government signed an MoU in 1999 as a part of a mid-term fiscal reform by which recruitment in all Government departments was prohibited.
Moreover, many departments underwent down-sizing to meet the financial exigencies.
Subsequently, the State administration started suffering due to shortage or absence of supporting staff.
Even though the MoU is now 14 years old, direct recruitment is still banned in all departments except Home, Health and Education Departments.
As a result of this ban, all departments have 25 to 30 per cent vacancies of their total desired strengths.
Obviously, only the top officials cannot run a department without supporting staff.
Because of gradual retirement or removal of existing staff, normal functions of all the 47 State Government Departments with the exception of Police Department have been affected.
At the average, around 1500 employees are retiring from service every year even though no substitute employees have been appointed, conveyed a source.
Out of the 74,000 employees enlisted in the State Government’s payroll, police personnel constitute more than 30,000.This quantum increase in the strength of police force to a level almost equal to the total number of civil employees may create a serious imbalance in the State administration.
Among the engineering departments, Power Department has more than 1000 vacant posts ranging from engineers to Grade IV staff.
Another department which has been hit hard by the ban on recruitment is Forest Department.
After the ACFs appointed in 1986 and Rangers appointed in 1988, no fresh recruitment was made in the department since then.
Of the 27 available posts for Manipur Forest Service Grade I and II, only three are alive.
With the State Government neither promoting nor making fresh recruitment to the vacant posts, almost all the Forest offices opened in the hill districts are as good as dead.
Treasury Department has 80 vacant posts ranging from Grade IV staff to Junior Account Officers.
Being a department dealing with financial matters, no appointment can be made in Treasury Department on contract basis.
This has further compounded the woes of the existing staff.
As for Department of Information and Public Relations, there is no reporter/employee who would be qualified for promotion to the rank of officer in the next five years, added the source.
