RIMS seeks more land from Govt

Imphal, June 23 2013: After the State Government had allotted necessary land for upgrading RIMS to the status of AIIMS, the RIMS authority has sought more land from the State Government.


According to an official source, the State Government at first allotted 108.384 acres of land to RIMS under Rule No 18 of the Manipur Land Revenue and Reforms (Allotment of Land) Rules 1962 .


Later, when the Government of India agreed to upgrade RIMS to the status of AIIMS, the State Government allotted another 93.46 acres of land including 65.64 acres of land set aside for mechanised farm at Lamphelpat.


A gazette notification was also issued in this regard.


After the State Government had acquired land with much difficulty and allotted the same to RIMS for development of its infrastructure, necessary for an institution seeking status similar to AIIMS, the RIMS authority recently made a submission to the Chief Minister seeking more land.


The Government of Manipur, for the second time, allotted 93.46 acres of land to RIMS authority as demanded by the Ministry of Health, Government of India for upgradation of RIMS in the interest of the State.


However, it is not clear if the recent application submitted to the State Government for allotment of more land was done with or without the Health Ministry’s knowledge.


RIMS Director Prof S Sekharjit, on May 24 last, submitted a written appeal to the Chief Minister who is also vice-president of the Society of RIMS to evict the alleged encroachers occupying certain areas beyond RIMS campus to the North and hand over the same areas to RIMS.


Although the RIMS Director’s letter did not mention the exact area required by the institute, it implied plots registered against Dag Nos 11011, 11012, 11013, 11014, 11016, 11017, 11018, 11019 and 11020 of village number 91 (A), Lamphelpat.


Encroachers occupying these plots pose security threat to students and staff of RIMS staying inside RIMS campus, according to the Director’s letter.


In addition, these encroachers raised objections when RIMS authority constructed fence around RIMS campus for protection and safety students and staff staying inside the campus, mentioned the letter.


Parts of the land left out from the area allotted to RIMS authority in accordance to the Manipur Gazette No 25 issued on September 26, 2007 are being occupied allegedly by encroachers.


The RIMS Director urged the State Government to evict these alleged encroachers and allot the plots occupied by them to RIMS authority.
