Guardians body urges for ILPS

Imphal, June 09 2013: The All Manipur Student Guardians’ Organisation (AMSGO) has urged the Government of take a definite decision regarding implementation of Inner Line Permit System in Manipur during the Assembly session which starts tomorrow.


Speaking to media persons at their Palace Compound office today, AMSGO secretary organisation S Sumati pointed out that the issue of ILPS is a State issue.


All the 60 MLAs of the State should take the issue with due seriousness and they should adopt concrete decision during the monsoon session of the State Assembly on the same issue.


In addition, they must come up with a white paper and it should published to public.


Implementation of ILPS in Manipur does not mean prohibiting entry of outsiders or their stay in Manipur.


Apart from maintaining a detail record of the outsiders coming to Manipur, their purposes of coming to Manipur, expected period of residence and addresses should be documented properly, Sumati said.


The crux of the demand for implementing ILPS in Manipur is issuing official permits to outsiders for coming, staying and working in Manipur.


The same system is in force in Nagaland, Mizoram and Arunachal Pradesh.


Reminding about the Chief Minister’s proposal to exert pressure on the Government of India collectively for implementing ILPS in Manipur to the extent of amending the Constitution of India, if necessary, Sumati remarked that the Chief Minister’s position of the issue of ILPS is ambiguous.


It was this lack of clarity on the part of the State Government which dragged students into the issue.


The demand for implementing ILPS cannot be anti-national for Chief Minister has reportedly expressed his desire to enforce the same system.


It would be in the best interest of all if the State Government works towards extension of Bengal Eastern Frontier Regulation Act 1873 to Manipur for implementation of ILPS in the State.


The Government should not commit the blunder of waiting for mass uprising, Sumati added.
