Failure to frame charge sheets DGP blames crime scene disturbance

Imphal, July 25 2013: Police often face great difficulties in framing charge-sheets because there is no adequate forensic science laboratories and most crimes scenes are disturbed by people before any investigation is done, stated DGP Y Joykumar.


Y Joykumar was speaking as the chief guest at the closing function of a training programme on human rights organised by the Centre for Human Rights and Duties Education, Manipur University at the university today.


Taking due note of the oft-repeated complaint of the people that Manipur Police do not investigate cases diligently and have a poor record of framing charge-sheets, the DGP said that police often find themselves crippled when the crimes scenes are disturbed and forensic science laboratories are inadequate.


Nonetheless, there are many cases where police conducted full investigation and filed charge-sheets at courts.


In some other cases, CBI carried on further investigation based on the primary investigation report of police, he said.


For one to be fully literate about human rights, one needs to have a thorough understanding of the Consti- tution, Joykumar asserted.


Centre for Human Rights and Duties Education co-or-dinator Dr M Sureshkumar, Students Welfare Dean Prof RK Hemakumar, Registrar Prof N Lokendro, Khaidem Mani, DIG (Range-I) Clay Khongsai and RK Ranendrajit were also seated on the dais as guests of honour and special invitees.


Knowledge about human rights comes to nought if one is cruel or unforgiving by nature, Dr Sureshkumar said.


All those who have been trained on human rights need to work in whatever professions they are engaged by keeping human rights perspectives in the centre, he said.


It would go a long way if human right education is included in the syllabi of schools from class I to X in making every citizen of Manipur aware of human rights.


Police, being the principal guardian of human rights, need to about human rights.


Apart from providing sophisticated weapons, construction of better infrastructure and legal education, police modernisation should include a training programme for police personnel on human rights, asserted Advocate Khaidem Mani.


Many criminal cases could not reach courts because police did not do proper education which meant no charge-sheets were filed Manipur Police need to come up with an effective mechanism to plug all loopholes in the areas of gathering intelligence and investigation, Mani remarked.


The training programme which started on July 19 culminated with distribution of certificates to trainees.
