DelhiNSCN IM peace parley Ibobi puts forward proposals to Union Home Ministry

Imphal, July 25 2013: Chief Minister O Ibobi has put forward certain possibilities to the Ministry of Home Affairs, Government of India with regard to some demands of the NSCN-IM which may serve as cornerstones for a solution to the protracted Indo-Naga political dialogue.


A highly placed source informed that the State Government was put under strong pressure by the Ministry of Home Affairs to give positive feedbacks and response on certain matters related to the Government of India’s quest for a solution to the vexed Naga issue.


The Chief Minister, under pressure, has put forward certain possibilities in the collective interest of all the indigenous communities of Manipur including tribal communities.


The successive but separate meetings held between the Chief Minister and the Prime Minister and then between the Chief Minister and the Union Home Minister on July 15 discussed a gamut of issues to bring a possible solution to the Naga peace talk.


The Chief Minister called on the Union Home Minister three times on the same day.

To a proposal put up by the Union Home Minister to set up an apex body for Manipuri Nagas under appropriate Act like the Naga Hoho of Nagaland Nagas so that Manipuri Nagas can preserve and promote their own customs and traditions, the Chief Minister suggested that the existing Acts may be amended to protect the interests of tribals settled in the State of Manipur.


The Chief Minister pointed that the Manipur Hill Areas Autonomous District Council Act can protect customary rights of Naga people as well as other tribal communities with necessary amendments.


Noting that the Chief Minister’s suggestion was quite positive, the Union Home Minister instructed the Government of India’s interlocutor RS Pandey to convey the Manipur Chief Minister’s suggestion to NSCN-IM.


However, NSCN-IM’s response to the suggestion is not known yet.


Regarding the demand to establish separate budget head for ADCs and allowing them (ADCs) to participate in annual budget discussion of the Planning Commission, the Government of Manipur is actively considering the matter.


As of now, ADCs are functioning with funds sanctioned by Hills Department in the form of grant.


Yet, the State Government has categorically rejected the demand to let the Governor handle posting and transfer of Deputy Commissioners and Superintendents of Police of the Naga dominated districts in place of the State Government, informed the source.
