MGEL norms

Imphal, July 24 2013: Along with issuance of notification for procedural commencement to implement direct fund provision through bank accounts of selected beneficiaries of various schemes, the Government of Manipur has extended the CPIS (formerly MGEL) coverage to all the Government employees.


Conceding that direct funding module might consume 2/3 months before its impact is evident in the implementation of various schemes, an official source confided that the new funding process has been adopted by the Government to ensure the targeted beneficiaries reap fruit of their toil impartially.


Expressing that previous practice of distributing cash to the scheme beneficiaries had been ineffective due to various reasons, including insincerity on the part of the implementing officials/agencies, the source exuded confidence that the new funding process will not only weed out malpractices but also facilitate judicious implementation of various welfare schemes.


On the otherhand, an order making it mandatory for details of all categories of regular employees under the Government of Manipur to be in the CPIS database, detailed that the employees/persons engaged on muster roll basis, adhoc basis, contractual basis as well as those engaged in work charged establishment, home guard organisation, village defence force (VDF) and grant-in-aid institutions would be included in the upgraded CPIS database.


While Specific identification number would be generated for each of the employees in the said categories withdrawal of their monthly salary, wages, remuneration, etc., will be dependent on complete entry of the details in the CPIS.


Implementation of the order will come into effect from October, informed the source adding that relevant information has been served to all head of department to initiate necessary steps within a month.
