Imphal, June 08, 2013: Taking serious note of certain section of the society resorting to bandh/blockade and threatening to disrupt rail-line construction works, Chief Minister Okram Ibobi Singh deploring such disruptive mindset reminded all concerned that every genuine issue could be settled through negotiation.
Addressing a gathering at Congress Bhavan today, the CM asked all concerned to opt for peaceful and amicable end to an issue rather than resorting to violent acts as a means to achieve the goal/demand.
Hinting that the Inner Line Permit (ILP) Joint Action Committee has no right to stop and check vehicles as a part of its campaign to prohibit entry of non manipuris into the State, Ibobi opined that in case foreign nationals are denied passage the action is justifiable but asking Indian citizens to turn back is against the law.
Moreover the Committee should be aware that taking the law into their own hands would eventually lead to undesired consequences in the near future, cautioned the CM while not ruling out possibility of backlash against Manipuris studying or working in other States.
vehemently opposing Committee volunteers organising ILP-related meetings in educational institutions, he said persisting with such campaigns would confused the young minds on whether to discuss the ILP issue or concentrate on their studies.
Contending that the Government of Manipur has been continuously prevailing upon the Centre to implement ILP according to desire of the people even though the Ministry concerned enquired on what ground the State Assembly adopted resolution on the issue, he conveyed that it is the prerogative of the Central Government on whether to implement ILP or maintain status quo.
Reiterating his suggestion that pressure be exerted on the Central leaders by joint delegation of the Government and NGOs, the CM also mentioned that if the need arises the Centre could be asked to amend the constitution.
Informing that security agencies deployed at Jiribam have been advised to check entry of foreigners into Manipur, he affirmed that suitable action would be initiated if foreign nationals are found to be staying in the State.
