Imphal, July 15 2013: All kinds of Government payments including employees’ salaries, pensions, scholarships, stipends and old age pension would be made through Regional Electronic Clearing Service-Credit (RECS-Credit) from August 1 .
Additional Chief Secretary RR Rashmi has issued an order in this regard and all relevant officials have been directed to take up necessary measures for implementing the new system, informed an official source.
Bills for drawing salaries of all the employees enlisted under the 1050 DDOs of the State would be sent to Treasury and Treasury will forward the bills to banks in the form of CDs.
The banks would then send necessary information to RBI Guwahati and RBI would transfer salary amounts in the banks accounts of employees.
An employee can withdraw his/her salary from any branch of a nationalised bank once the new system comes into force.
DDOs should prepare bills for salaries within the first seven working days of a month, and it should be ensured that salaries are paid on the first working day of every month.
If the bills are not submitted in time, there would not be any delayed process for clearing salaries.
However, the new system would not be applicable at Jiribam as there is no nationalised bank in the sub-division.
Moreover, banks have been directed not to accept bills submitted outside the new system.
Employees working under the three Treasury offices located at Imphal and two Sub-Treasury offices have been already paid their salaries through electronic clearing service since 2009 .
